Bhubaneswar, Apr 3: The Odisha government has unveiled new excise guidelines that will see liquor being sold in eco-friendly tetra packs instead of traditional glass bottles.

Under the revised excise policy, liquor up to 180 ml will be availbale in tetra packs. These packs will be designed with six protective layers to ensure safety and durability.

Authorities have clarified that only institutions certified by the Indian Institute of Packaging or the Central Food Technology Research Institute will be permitted to manufacture these tetra packs. The move is aimed at reducing environmental pollution by minimizing the use of glass bottles and promoting recyclable packaging.

The policy also introduces significant changes in the licensing of liquor outlets in tourist areas.

Notably, liquor shops will not be allowed on Puri beach, though other coastal zones will be permitted to operate under strict regulations.

The Odisha Tourism Development Corporation (OTDC) and the India Tourism Development Corporation (ITDC) will be granted licenses at half the usual fee to encourage tourism-linked liquor sales.

OTDC will also be allowed to open liquor kiosks directly or authorize third parties to manage them. Temporary licenses will be issued for eco-retreat sites to promote tourism.

The annual license fee for such kiosks has been fixed at ₹75,000, and they will be categorized under the “On-Restaurant” segment.

OTDC will be responsible for providing essential infrastructure such as electricity, water supply, and waste management at these outlets.

Officials believe that the introduction of tetra packs will not only reduce environmental hazards but also make liquor distribution more convenient and safer. The policy reflects the government’s dual focus on sustainability and tourism promotion.
