Bhubaneswar, Sep 6: A high-level interdepartmental coordination meeting was convened at Kharavela Bhavan on Saturday under the chairmanship of Chief Secretary Anu Garg to review the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) project.

The meeting brought together Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, senior officials from multiple departments, principal secretaries, commissioners, and departmental heads.

Highlighting the importance of the project, Chief Secretary Garg described BCPPER as a major “growth engine” for Odisha’s economic future. She stressed that the initiative would play a crucial role in achieving the state’s Vision 2036 and Vision 2047 targets.

“A coordinated regional development approach will strengthen infrastructure, attract investment, generate employment, and accelerate economic growth. Its success depends on integrated and collective efforts across all departments,” she said.

Additional Chief Secretary of Housing and Urban Development, Isha Padhi, presented the progress of various components and outlined priority areas for timely completion. She noted that the project would significantly contribute to Odisha’s Gross State Domestic Product and serve as a framework for sustained, inclusive regional development.

“Through integrated measures in multimodal transport, affordable housing, climate-resilient land use, and urban renewal, the region will be developed into a sustainable, globally competitive economic hub,” she emphasized.

The BCPPER project is one of four major pilot initiatives prepared under the Government of India’s City Economic Region scheme. NITI Aayog has identified 269 projects across 19 departments for integration under this plan.

Discussions at the meeting focused on project progress, interdepartmental coordination, mapping on the PM Gati Shakti portal, and the roadmap ahead.

The initiative aims to leverage Bhubaneswar’s IT and technology base, traditional industries, tourism and culture, and Paradip’s port-led industrial and logistics strengths to drive regional growth.

Covering four districts — Khordha, Kataka, Puri, and Jagatsinghpur — and 19 urban clusters, the economic region is envisioned as an inclusive, livable, and sustainable zone.

The project targets creation of over 4 million non-agricultural jobs and corporate investments exceeding USD 400 billion. Both the Union and State governments are engaged in discussions to ensure effective implementation, with the Asian Development Bank proposed as a financing partner.

To provide institutional strength, the Capital Economic Region Development Authority has recently received cabinet approval. This authority will oversee planning, project execution, financial management, and investment mobilization, ensuring unified regional governance for the BCPPER.
