Fresh Low over Bay Looms Large Over Odisha Floods!

  • Bhubaneswar: Barely days after Odisha emerged from two flood-triggering monsoon systems that drenched the State through July, weather models are once again converging on the formation of another low-pressure area over the Bay of Bengal during the second week of August, raising the possibility of another spell of widespread rainfall over Odisha, Chhattisgarh and adjoining east-central India.

    Unlike the July systems, however, the looming concern this time is not merely the intensity of rainfall but reservoir management.

    With Hirakud reservoir already 56.4% full and 13 spillway gates remaining open as on Tuesday, water managers may have to undertake calibrated releases well before the system reaches maturity if inflows accelerate from the upper Mahanadi basin.

    Multi-model consensus points to Bay low

    A consensus emerging from leading  weather models indicates increasing support for a fresh monsoon disturbance over the Bay.

    The ECMWF projects a 999 hPa low-pressure area developing over the north Bay of Bengal around August 11, before moving inland.

    By August 14, the model deepens the system to around 998 hPa, placing it over the Gangetic West Bengal–Jharkhand–North Odisha region, with extensive rain bands spreading across Odisha, Chhattisgarh and Madhya Pradesh.

    The IMD GFS also depicts a developing cyclonic circulation over the north Bay around August 13, with moisture-laden southwesterlies sweeping into Odisha. Though the model does not immediately intensify the circulation into a depression, it suggests sufficient moisture convergence for widespread rainfall.

    Adding confidence is the Climate Forecast System (CFS) guidance. Forecasts of strong negative Outgoing Longwave Radiation (OLR) anomalies during August 10-16 over the Bay of Bengal and Odisha indicate enhanced convection, a classic signature associated with active monsoon conditions and organized rainfall.

    The only significant deviation comes from the NCMRWF global model, which places the stronger upper-air circulation farther north with limited moisture transport directly into Odisha, making it the principal outlier among the major forecasting systems.

    IMD extended outlook backs model signal

    The model consensus also finds support in the India Meteorological Department's Extended Range Outlook.

    According to the outlook, an upper-air cyclonic circulation is likely to develop over the northwest and adjoining west-central Bay early during the second week of August, subsequently giving rise to a low-pressure area over the same region by mid-week.

    Under its influence, Odisha and Chhattisgarh are expected to witness light to moderate fairly widespread to widespread rainfall, with isolated heavy to very heavy spells during several days of the week.

    The outlook therefore indicates that a low-pressure system is very likely to form over the Bay of Bengal during the second week of August, bringing widespread rainfall with isolated heavy to very heavy spells to Odisha extending into the Independence Day period.

    Why the track matters

    The projected westward movement significantly alters the hydrological implications.

    Unlike recurving systems that primarily affect coastal districts, a westward-moving monsoon low typically traverses north Odisha into Chhattisgarh, producing sustained rainfall over the upper Mahanadi catchment, where the bulk of Hirakud's inflows originate.

    That means rainfall over Chhattisgarh could prove as important as rainfall within Odisha itself.

    Hydrologists note that the timing of rainfall over the upper basin often determines subsequent reservoir inflows into Hirakud over the following one to three days.

    Hirakud enters crucial phase

    The fresh weather signal comes at a time when Odisha's largest reservoir is entering its most sensitive operational period.

    According to the Department of Water Resources' flood bulletin issued Tuesday afternoon:

    The reservoir is presently releasing nearly three times more water than it is receiving, indicating active drawdown to create additional flood cushion before the peak monsoon phase.

    Hirakud is not the only reservoir showing healthy storage.

    Among medium reservoirs, 29 of Odisha's 48 reservoirs already have storage above 75%, while several ungated reservoirs have exceeded 100% live storage, underscoring that substantial portions of the state's water infrastructure have already accumulated significant monsoon runoff.

    Alert water management likely

    With the Bay showing renewed signs of cyclogenesis, reservoir operations over the next week are expected to become increasingly proactive.

    Water Resources engineers generally seek to preserve adequate flood cushion ahead of fresh rainfall events, particularly when forecasts indicate significant precipitation over upstream catchments.

    Should the projected Bay low follow the ECMWF-GFS scenario, authorities may have to continuously balance three competing priorities:

    • maintaining flood cushion inside reservoirs,
    • limiting downstream flood peaks through calibrated releases,
    • conserving water for irrigation after the monsoon.

    Following two major flood-producing systems in July, another westward-moving Bay low could therefore test Odisha's flood management strategy once again, not merely through rainfall, but through the precision of reservoir operations and inter-basin water regulation.
