Bhubaneswar, Jun 17: Odisha has formally notified the implementation of the Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin), or VB-G RAM G, a statutory overhaul designed to replace MGNREGA with a modernized, technology-enabled rural employment and livelihood framework, officials said on Wednesday.
The scheme, cleared by the State Cabinet earlier, will come into effect from July 1, 2026 across all notified rural areas. Under its provisions, every eligible household will be assured 120 days of unskilled wage employment annually. If work is not provided within 15 days of application, unemployment allowance will be paid. Compensation is also mandated for delays in wage disbursement.
Drawing from the experience of MGNREGS, VB-G RAM G aims not only at job creation but also at strengthening rural infrastructure, water conservation, agricultural productivity, livelihood assets, and climate-resilient villages. The government has aligned the mission with the broader “Viksit Bharat 2047” vision.
A distinctive feature of the scheme is the preparation of Viksit Gram Panchayat Plans (VGPPs). Each gram panchayat will design its own development plan based on local needs and resources, ensuring a bottom-up approach to project selection. Panchayati Raj institutions will play a central role in planning, execution, and social audit.

Odisha State Rural Employment Guarantee Council and a State-level Steering
Committee, while district collectors will act as programme coordinators.

The government has emphasized digital monitoring, introducing biometric attendance, geo-tagging, MIS-based tracking, grievance redressal, and social audits. Officials believe these measures will enhance transparency and accountability in rural development programmes.
By combining guaranteed employment with livelihood creation and decentralized planning, VB-G RAM G is expected to strengthen Odisha’s rural economy and provide sustainable opportunities for its communities.
