Bhubaneswar/New Delhi, May 31: The Election Commission of India (ECI) has rolled out the Special Intensive Revision (SIR) Phase III across Odisha, Mizoram, Sikkim and Manipur, marking the start of a crucial enumeration exercise. Beginning May 30, 2026, Booth Level Officers (BLOs) are conducting house-to-house visits to ensure every eligible citizen is included in the electoral rolls, officials said on Sunday.
House-to-House Enumeration
BLOs are distributing, collecting, and verifying Enumeration Forms during their visits. To facilitate new registrations, they carry at least 30 blank Form-6 and Declaration Forms. Electors can submit forms either through BLOs or online.
Political Party Involvement
Recognised political parties have been allowed to appoint Booth Level Agents (BLAs) to assist BLOs. Each BLA can collect up to 50 forms per day from the public and hand them over to BLOs before draft publication, ensuring wider coverage.

✨Objective of the Drive
The ECI reiterated its guiding principle: “No eligible
citizen is left out, while no ineligible person is included.” Citizens aged 18
or above on the qualifying date, and not otherwise disqualified, are entitled
to be registered.

Mizoram: 8.75 lakh voters, 1,353 BLOs, 3,430 BLAs

Manipur: 20.92 lakh electors, 2,996 BLOs, 5,003 BLAs
The Commission urged citizens to cooperate with BLOs during house visits to ensure comprehensive and accurate voter rolls.
