Key Points

Puri's planned transformation offers a rare opportunity to elevate Odisha's global profile. While improved infrastructure and tourism projects can drive economic growth, success will depend on preserving heritage, protecting livelihoods, ensuring sustainability and delivering projects on time.

Bhubaneswar, Oct 13: Puri’s proposed transformation into a world-class heritage and tourism destination deserves appreciation. The high-level review meeting chaired by Chief Minister Mohan Charan Majhi on Monday, October 12, to assess the progress of major development and infrastructure projects in the pilgrim town is both timely and significant. It reflects the growing recognition that Puri’s enormous cultural, spiritual and tourism potential must be harnessed through planned development, improved infrastructure and the preservation of its priceless heritage.

Puri is not merely another district of Odisha. It is a symbol of the state’s identity, a spiritual centre for millions of devotees across the world and one of India’s most important pilgrimage destinations. The 12th-century Shree Jagannath Temple, the sacred traditions associated with Mahaprabhu, the annual Rath Yatra and Puri’s place among the four Char Dham pilgrimage sites make the coastal town unique. Its beautiful coastline, sandy beaches and proximity to the Bay of Bengal further enhance its appeal as a destination for domestic and international tourists.

For many people outside Odisha, the state’s cultural identity is closely associated with Lord Jagannath and Puri. Therefore, developing the city to international standards is not simply a local development initiative; it is an opportunity to strengthen Odisha’s visibility on the national and global tourism map.

The Chief Minister’s review of key projects, including the proposed Shree Jagannath International Airport, reconstruction of the historic Raghunandan Library, establishment of the Shree Jagannath Interpretation Centre and comprehensive development of Shree Gundicha Temple, deserves attention. The proposal for a new amusement park could also diversify the tourism experience and encourage visitors to spend more time in the region. The construction of a new kitchen for Mahaprasad preparation and the restoration of important religious and heritage sites would further strengthen Puri’s cultural and spiritual appeal.

Equally important are plans to reconstruct the historic bridge near Atharanala, redevelop Annapurna Theatre, beautify Puri beach, improve Swargadwar and strengthen road connectivity between Puri and places such as Bhubaneswar, Konark and Brahmagiri. Better connectivity and visitor amenities can make travel more convenient, improve the pilgrimage experience and encourage tourists to explore attractions beyond the city’s principal temple.

However, the real significance of this initiative will depend on its implementation. Announcing ambitious projects and reviewing their progress are necessary steps, but the ultimate test lies in completing them within stipulated timelines and ensuring that they deliver tangible benefits to the people. The Chief Minister’s emphasis on field-level monitoring and time-bound execution is therefore welcome. The administration must maintain this focus until the projects become operational and begin producing results.

The proposed international airport could prove particularly consequential. Improved air connectivity would make Puri more accessible to visitors from distant parts of India and abroad. Combined with better roads, quality accommodation, efficient public transport and well-planned tourist facilities, it could help Puri emerge as a major destination for religious tourism, cultural exploration and coastal holidays.

The economic benefits could extend well beyond the hospitality sector. Hotels, restaurants, transport operators, guides, artisans, handicraft sellers, small traders and local entrepreneurs could all gain from a sustained increase in tourist arrivals. Greater economic activity would create employment opportunities for young people and generate additional income for local communities. If properly planned, tourism could become an important driver of Odisha’s economic growth.

Yet, development must not come at the cost of the very heritage that makes Puri special. Its religious traditions, historic structures, traditional institutions, coastal ecology and distinctive cultural character must remain central to the development strategy. Unplanned construction, excessive commercialisation, congestion and environmental degradation could undermine the city’s long-term appeal.

The interests of local residents, temple servitors, traders and street vendors must also receive due consideration. The government’s attention to rehabilitating vendors displaced from the Grand Road is important in this context. A world-class destination cannot be built merely by improving its physical appearance; it must also protect livelihoods and ensure that the benefits of development reach ordinary people.

Puri’s development should, therefore, follow a balanced approach that combines modern infrastructure with heritage conservation, environmental sustainability and inclusive growth. The restoration of historic institutions such as Satyabadi Bana Vidyalaya and Bakul Bana, along with the development of religious and cultural sites across the district, could help create a broader tourism circuit rather than concentrating all visitor activity around the Jagannath Temple and the beach.

Ultimately, Puri possesses an advantage that few destinations can match: a living spiritual tradition, a globally recognised religious identity, a rich cultural heritage and an attractive natural setting. What it needs is a coherent long-term vision, efficient execution and careful management of its growing tourist footprint.

The Chief Minister’s review meeting is a positive step towards realising that potential. The challenge now is to translate the vision into visible improvements on the ground. If the proposed projects are completed efficiently and development remains sensitive to the city’s heritage and people, Puri could emerge as one of India’s foremost integrated pilgrimage, heritage and coastal tourism destinations.

According to development activist Susanta Kumar Dalai, such a transformation would benefit not only Puri but Odisha as a whole. It would strengthen the state’s cultural identity, generate employment, encourage investment and present Odisha to the world in all its spiritual, historical and natural richness.

Certainly, Puri deserves nothing less than a development model that honours its glorious past while preparing it for the future.
