For the BJP, this narrative is particularly important because it seeks to demonstrate a clear contrast with the previous two decades of governance under the Biju Janata Dal. However, economic statistics alone rarely determine electoral outcomes. The perception of governance at the grassroots level often matters more than macroeconomic indicators.

Despite the development narrative, the government faces several challenges.

Recent incidents involving mob violence, murders, and law-and-order concerns have provided opposition parties with opportunities to question the administration’s effectiveness. Whether these incidents represent systemic failures or isolated events is less important politically than the perception they create among the public.

One notable issue is the apparent decline in the BJP’s digital and communication machinery compared to its highly aggressive pre-election campaign.

Before the 2024 elections, the party’s social media network was energetic, coordinated, and proactive. Since coming to power, many observers believe that the same intensity is no longer visible. Meanwhile, opposition parties continue to use digital platforms to amplify criticisms, expose administrative shortcomings, and shape public discourse.

The party won state power, but many local political structures continue to reflect the influence built over decades by the BJD. At the panchayat and village levels, BJP workers often lack the institutional networks that their rivals developed during long years in government.

There is also growing discussion within political circles about delays in appointments to corporations, boards, and other government-linked bodies. Such appointments often serve as mechanisms for rewarding party workers and energising grassroots organisations. Delays can lead to frustration among cadres who played a role in securing electoral victory.

For a party that seeks long-term dominance in Odisha, organisational consolidation is just as important as governance performance.
