Odisha’s Rice Sowing Recovers, But Floods Deal Kharif Pulse a Body Blow; Arhar Dal May Cross ₹130/kg This Festive Season| Exclusive

Rice sowing stages a late recovery, easing production fears
The sharp contraction in Odisha’s paddy acreage earlier in the Kharif season had triggered concern that the State could end up with a substantial production loss. Flooding, waterlogging and delayed transplantation had left a large area uncultivated, raising fears of a structural rice deficit.

✨However, the latest sowing trajectory tells a different story. As floodwaters receded, farmers accelerated transplantation, with short-duration and relatively flood-resilient varieties helping them recover acreage. The State’s paddy sowing deficit has now fallen below the threshold at which Odisha was being listed among the major states dragging down national rice acreage.
The recovery does not mean the crop is completely out of danger. Late-transplanted paddy remains dependent on favourable weather through September, while fields that remained submerged for prolonged periods could still suffer nutrient loss and other stress. But the immediate fear of a large acreage-driven rice shortfall has substantially diminished.

However, the picture is sharply different for Kharif pulses. At the national level, pulse acreage has actually increased compared with last year. Odisha, however, has moved in the opposite direction, with its Kharif pulse coverage registering a distinct contraction.
The sequence of weather events explains the divergence. An earlier dry spell disrupted the initial crop cycle, followed by excessive rainfall and waterlogging. The resulting saturation damaged both fields awaiting sowing and crops that had already been planted.
The latest Agriculture Ministry figures put the national pulse acreage at 115.05 lakh hectares, compared with 113.66 lakh hectares a year earlier. Odisha’s pulse acreage, meanwhile, is estimated to have fallen by 0.77 lakh hectares.

The significance is greater for Odisha because the State is already structurally dependent on outside supplies. Odisha imports more than 2.2 lakh tonnes of dal every year to bridge its consumption-production gap. The loss of local Kharif output therefore does not remain confined to farmers – it directly increases the State’s exposure to inter-State market prices and transportation costs.
Why pulse sowing cannot recover now
This is where the Odisha story differs fundamentally from rice.
Paddy has some flexibility for delayed transplantation, particularly when farmers shift to short-duration varieties. Kharif pulses do not offer the same recovery window.
By mid-August, the primary Kharif pulse sowing window had effectively closed. Areas that remained unsown because of the earlier weather disruption or subsequent waterlogging cannot simply be brought back under Arhar or Urad at this stage without compromising crop duration and eventual yield.
Even the acreage already counted as sown is vulnerable. Pulses have a low tolerance for prolonged standing water. Waterlogging deprives the root zone of oxygen, encourages root rot and can kill plants. Thus, Odisha faces a double loss – less area sown and lower productivity in portions of the area that was sown.

Production faces a twin blow: lost acreage plus lower yield
The production impact could be considerably larger than the acreage numbers alone suggest. Using Odisha’s average pulse productivity as the baseline, the loss of 77,000 hectares translates into an estimated direct production loss of around 39,116 tonnes.
But this is only the acreage-loss calculation. The final harvest could be lower because standing pulse crops have also been exposed to excessive moisture and root-zone damage. Odisha’s average pulse productivity is already substantially below the national average, leaving little cushion when extreme weather hits.
The State’s Kharif pulse production could consequently decline by an estimated 10%–18%, while the direct acreage loss alone amounts to roughly 0.39 lakh tonnes.

The problem could also spill into the Rabi season. Nearly seventy per cent of Odisha’s pulse production comes from the winter crop, much of it on rice-fallow land. But delayed paddy transplantation means the rice harvest itself could be pushed back, potentially narrowing the window for sowing the next pulse crop.
Why Arhar dal could cross ₹130/kg this festive season
The biggest consumer impact could emerge precisely when household demand for pulses rises. October to December brings a combination of Durga Puja, Diwali and Kartika-month consumption, creating the year’s strongest festive demand for dal in Odisha.
With the State’s own Kharif pulse supply weakened, traders will have to source a larger share of requirements from producing states such as Madhya Pradesh and Maharashtra. That means Odisha consumers could face not merely the underlying commodity-price movement but also additional transportation, handling and inter-State procurement costs.
Arhar is particularly exposed. Its late-August retail price in Odisha is around Rs119.04/kg, already close to the national average. The projected festive-season range is Rs132–138/kg, putting the commodity firmly above the Rs130 mark. Urad could also move sharply higher, while Chana is expected to remain comparatively insulated and act as a cheaper substitute.

The State’s chronic dependence on outside supplies makes the price risk more acute. Odisha already imports more than 2.2 lakh tonnes of dal annually, and the Kharif shock will deepen that dependence just as festive demand picks up.
The Centre’s intervention through imports and market releases could prevent a runaway spike, but that may not fully protect Odisha from the premium created by inter-State procurement and logistics. The likely outcome, therefore, is not a repeat of an extreme Rs150-plus crisis, but a distinctly tighter Odisha market – with Arhar dal crossing Rs130/kg and potentially touching Rs135–138/kg during the festive season.
