In response, the Chief Minister has directed the police to act firmly against criminal elements. A series of encounters involving hardened offenders indicates the government's willingness to adopt a tough approach. Whether this strategy produces sustainable results remains to be seen.
Politically, the BJP's biggest challenge lies at the grassroots. While the party benefited from the anti-incumbency wave against the BJD in 2024, it is yet to establish a robust organisational network across rural Odisha. The previous Panchayat election results underline this reality. The BJP had won only 42 Zilla Parishad seats compared to the BJD's 766. With fresh Panchayat elections approaching, the party must build its own cadre base and convince voters through governance rather than relying solely on anti-BJD sentiment.
Questions surrounding corruption and resource exploitation also require careful handling. Allegations involving sand mining and local-level irregularities against some BJP leaders have surfaced from time to time. More importantly, the government's perceived reluctance to pursue strong action against former BJD leaders and bureaucrats accused of corruption and large-scale plunder of natural resources has attracted criticism. Since corruption was one of the BJP's principal campaign issues in 2024, the absence of visible action has fuelled speculation about possible political understandings between sections of the ruling party and its predecessor. Whether such perceptions are justified or not, the government must address them through transparent and credible action.
The BJP currently enjoys the advantage of a fragmented opposition. The BJD is still recovering from its electoral defeat, while the Congress has yet to emerge as a serious challenger. However, this political comfort may not last indefinitely. Once opposition forces regroup, the ruling party could face a more competitive environment.
Several promises also remain unfinished. The most politically sensitive among them is the BJP's commitment to provide a monthly pension of Rs 3,500 to elderly citizens. While citizens above 80 years receive Rs 3,500, those between 60 and 80 continue to receive Rs 1,000, creating dissatisfaction among beneficiaries and awkward questions for BJP leaders at the grassroots.
Healthcare implementation is another area demanding attention. Despite the rollout of Ayushman Bharat, many beneficiaries still compare it unfavourably with the previous Biju Swasthya Kalyan Yojana. The government's recent decision to include diagnostic and pathological tests under the scheme is a welcome step, but effective implementation will be crucial.
Employment generation, migration from western Odisha, farmer distress, inadequate storage infrastructure and underutilisation of budget allocations remain significant concerns.
