Tech Revolution / Odisha Signs MoUs with HCLTech and Sarvam AI, To Build Global Deveopment Centre and AI Park

Bhubaneswar, Jul 24: Odisha took a giant leap in its technological journey as Chief Minister Mohan Charan Majhi presided over the signing of two landmark Memorandums of Understanding (MoUs) with global IT giant HCLTech and India’s indigenous AI company Sarvam AI.

The agreements mark the beginning of a new era in the state’s industrial and digital ecosystem.

The MoUs will pave the way for the establishment of a Global Development Centre by HCLTech and a sovereign AI Park with an AI-optimized Data Centre in Odisha.

With an initial investment of ₹730 crore, the projects are expected to strengthen the state’s IT infrastructure and create direct employment opportunities for over 6,000 skilled youth.

Over the next five years, the combined investment is projected to reach ₹15,000 crore, making Odisha a hub for cutting-edge technology and innovation.

Speaking at the event, CM Majhi emphasized that Odisha’s goal is to rank among the top three states in NITI Aayog’s investment friendliness index. He highlighted that Sarvam AI, developed indigenously, is now on par with global technologies and will be deployed across agriculture, healthcare, education, and defence sectors.

“Earlier we depended on foreign AI, but today our own Sarvam AI stands shoulder to shoulder with the world’s best,” he said.

The Chief Minister also noted that Odisha has diversified beyond mineral-based industries, actively promoting sectors like semiconductors, textiles, pharma, and IT.

In the past two years, the state has received investment proposals worth over ₹20 lakh crore, with projects worth ₹10 lakh crore approved and ₹3 lakh crore already operational.

He assured investors of full government support, stating, “Odisha is fully prepared for big investments. Yahi samay hai, sahi samay hai.”

HCLTech Chairperson Roshni Nadar Malhotra expressed gratitude to the Odisha government and announced the company’s readiness to expand in the state. Inspired by the vision of the Chief Minister and the blessings of Lord Jagannath, she confirmed HCL’s commitment to establishing the AI Park in Odisha.

The recent AI Summit in Bhubaneswar, she noted, proved the state’s capability to lead India’s AI revolution.

Electronics and IT Minister Mukesh Mahaling described the MoUs as a proud moment for Odisha, predicting that the state’s IT and electronics sector will reach new heights. He pointed out that Odisha has already carved a niche in the semiconductor industry and is now poised to become a leader in AI-driven innovation.

The signing ceremony at Lok Seva Bhavan’s Convention Centre was attended by senior officials including Additional Chief Secretary Vishal Dev, HCLTech CEO C. Vijayakumar, Sarvam AI CEO Pratyush Kumar, and industry leaders.

The agreements are expected to transform Odisha into a global destination for technology, innovation, and investment.
