Bhubaneswar, Oct 10: In a landmark move to regulate fee structures in private colleges across Odisha, the state government has imposed strict controls on tuition and optional charges for professional courses ranging from engineering and management to pharmacy and medical studies.

The decision, announced by the Department of Skill Development and Technical Education, aims to curb arbitrary fee hikes and protect students and parents from financial exploitation.

According to the notification, students admitted between the academic years 2026-27 and 2028-29 in diploma, engineering, management, pharmacy, and medical courses will pay a fixed fee until completion of their studies. Colleges will not be allowed to alter or add charges midway through the course.

The government has also capped optional expenses such as hostel fees, uniforms, transportation charges, and pre-placement training costs. For Instance:

Hostel Fees

₹26,000 annually for degree & postgraduate students (college-run hostels)

₹24,000 annually for diploma students (college-run hostels)

Private hostels capped at ₹18,000 (degree/PG) and ₹16,000 (diploma)

Transportation Fees

₹12,000 annually for distances up to 12 km

₹17,000 annually for distances beyond 20 km

Uniform Charges

₹2,000 for standard uniform

₹5,000 for uniform with blazer

Pre-Placement Training Fees

Minimum ₹3,000 annually

Maximum ₹12,000 annually

For the first time, the government has also fixed fees for postgraduate medical courses at Dreams Institute of Health Sciences and Hospital, Kataka. Annual fees have been set at ₹5.13 lakh for pre-clinical subjects like anatomy and physiology, ₹6.41 lakh for para-clinical courses, and ₹12.81 lakh for clinical subjects.

Course wise Fees

  • Diploma Courses: Fees revised across 50 institutions; Range: ₹20,500 at Kalahandi School of Engineering to ₹53,500 Gandhi Institute of Excellent Technocrats
  • B.Tech Courses: Range from ₹28,000 at Modern Engineering College, Baleshwar to ₹1.26 lakh at Geeta Autonomous College
  • M.Tech Courses: Range from ₹39,500 to ₹1.45 lakh annually
  • MBA Programs: Range from ₹32,500 to ₹1.47 lakh depending on institution
  • MCA Courses: Range from ₹34,000 to ₹1.26 lakh annually
  • B.Pharm Programs: Range from ₹74,500 to ₹1.16 lakh annually
  • PGDM Courses: Capped at ₹81,500 annually

Institutions accredited by NAAC or NBA will be permitted to charge an additional ₹4,000–₹5,000. A refundable caution deposit has also been standardized: ₹500 for diploma, ₹2,000 for undergraduate, and ₹2,500 for postgraduate students.

The fee determination committee, constituted under the Odisha Professional Educational Institutions Act, 2007, recommended these rates, which the government has now enforced.

Officials emphasized that all private institutions must comply, and in case of disputes, the government’s decision will be final.
