Bhubaneswar, Aug 29: Odisha Chief Minister Mohan Charan Majhi on Saturday laid out a 10-point policing agenda focusing on crime control, women’s safety, drug syndicates, cybercrime, coastal security and police modernisation at the state-level DGP and IGP conference held at Police Bhawan in Bhubaneswar.
Reviewing the state’s law-and-order situation, internal security, cyber security and future policing framework, Majhi called for a more professional and technology-driven investigation system and assured the police department of necessary resources, funds and administrative support to implement the proposed reforms.
The chief minister directed senior police officers to follow a zero-tolerance policy against anti-social activities, improve conviction rates, work towards a drug-free Odisha, strengthen coastal and maritime security, intensify surveillance of cybercrime and the dark web, strengthen intelligence gathering, modernise police stations, ensure courteous and sensitive behaviour towards citizens, curb extortion and forced collection of donations, and maintain corruption-free policing.
Majhi said the conviction rate in cases involving violence against women has improved to more than 40% and called for it to be raised to at least 75%. He stressed the need for professional and technology-based investigations to achieve the target.

“Every complainant who comes to a police station is a victim. They should be treated with sensitivity and empathy,” Majhi said, emphasising that the police should ensure citizens feel protected rather than intimidated.
With the festive season approaching, the chief minister directed police to take strict action against ‘dada bati’ -- extortion and forced or illegal collection of donations by anti-social elements.
Focus On Drug Syndicates
The Odisha government is committed to making the state completely drug-free by 2029, Majhi said, directing police to go beyond seizures and arrests and dismantle the supply chains and financial networks operating behind illegal drug trafficking.
He said curbing the drug trade would also help bring down crime in the state.
Coastal And Cyber Security
Majhi reviewed measures taken to secure Odisha’s 575-km coastline and prevent illegal infiltration through maritime routes.
He said a Command and Control Centre in Bhubaneswar, 10 drones, five trawlers and 10 modern interceptor boats are being brought into the security framework, while beach patrolling has been strengthened through all-terrain vehicles. Special Police Officers and former military personnel have also been deployed for coastal security, he said.

On cybercrime and financial fraud, Majhi stressed the need for wider public awareness, adoption of new technologies and enhanced monitoring of the dark web. He also called for intelligence capabilities to be strengthened through NATGRID and CCTNS.
The government has provided a special investigation fund of Rs 50 crore and necessary equipment for modernising police stations, according to the chief minister.
17,794 New Posts Created
Majhi said Maoist violence in Odisha has been brought under complete control and credited OSSF battalions and the state’s surrender policy for contributing to the achievement.
He also said 17,794 new posts have been created in the police department over the past two years, of which 5,817 have been filled.
The chief minister urged police officers to work with integrity and dedication while remembering the Odisha Police motto, “We Serve and Protect”. He called for collective efforts to build a “Safe Odisha, Empowered Odisha and Prosperous Odisha”.
Chief Secretary Anu Garg also attended the conference and stressed the need to further strengthen and improve police services for citizens. She congratulated the Odisha Police on receiving the prestigious President’s Colour Award and praised the force for its role in maintaining security and successfully conducting the Rath Yatra.
Interim DGP Vinaytosh Mishra thanked the chief minister for his recommendations and said the police would intensify efforts in cyber security. He said patrolling in sensitive and security-critical areas would be strengthened and special operations against illegal drug trafficking would be intensified.
