Bhubaneswar, Jan 31: The Odisha Cabinet on Saturday approved 12 proposals from 10 departments, including a major industrial investment that will see the manufacturing of defence and aerospace equipment in the state.
Major Investment
The Cabinet approved a major industrial investment proposal by the Kalyani Group to set up an Integrated New-Age Manufacturing Complex at Gajamara in Dhenkanal district.
The project, to be developed over nearly 1,100 acres, is expected to significantly strengthen the State’s presence in advanced manufacturing, particularly in the automotive, aerospace, and defence sectors.
The integrated complex will include multiple production units, such as a specialty steel project by Kalyani Steels Ltd, a super-alloy manufacturing unit by Saarloha Advanced Materials Pvt Ltd, and an industrial components casting and forging facility by Bharat Forge and its subsidiaries. The project has been approved under special provisions of Odisha’s Industrial Policy Resolution (IPR) 2022.
According to official estimates, the total proposed investment for the integrated complex stands at approximately Rs 17,250 crore. The project is expected to generate more than 4,800 direct jobs and around 5,500 indirect jobs during the construction and initial operational phases.
Total employment, including jobs created through vendor parks and ancillary units, is projected to exceed 20,000 in the coming years.
International Flights
In another decision, the Cabinet approved the continuation of flight services to Dubai and Singapore till March. The government said a decision on whether the international flights will continue beyond March will be taken later by Chief Minister Mohan Charan Majhi.
Cooperative Policy
The Cabinet also approved the Odisha State Cooperative Policy, 2026. The policy seeks to strengthen Primary Agricultural Cooperative Societies (PACS), cooperative banks, marketing and processing societies, and other cooperatives, while promoting digitalisation, transparency, and financial inclusion across villages.
The policy comes in the wake of the National Cooperation Policy, launched by the Union Cooperation Ministry in July 2025 under the vision “Sahkar Se Samriddhi.” Following the central government’s recommendation for state-specific cooperation policies, Odisha developed the draft after extensive consultations with cooperators, experts, government departments, and the public.
The State Cooperation Policy 2026 aims to enhance the performance and outreach of PACS, LAMPCS, cooperative banks, marketing and processing societies, as well as dairy, tribal, handloom, fisheries, and housing cooperatives. The policy proposes to modernise operations, improve governance, and deliver efficient services to members.
Key objectives of the policy include providing a permanent legal, regulatory, and financial framework for cooperatives; transforming PACS into multi-service rural centres for agriculture, credit, marketing, and processing; expanding digital services and financial inclusion; promoting value addition, agri-processing, storage, and market linkages; and building the capacities of cooperative members and management through systematic training.

OUSSSC Amendment
Further, the Cabinet cleared amendments to the law relating to the Odisha Uniformed Services Staff Selection Commission (OUSSSC), paving the way for the appointment of its Chairperson and members. The appointments will be made on the lines of the Odisha Public Service Commission (OPSC) framework, officials said.
