Road Safety / No PUCC or Insurance? Expect Instant e‑Challan as Odisha e‑Detection to Flag Non‑Compliant Vehicles

Bhubaneswar, Sep 6: Odisha’s Transport Department has tightened enforcement against vehicles lacking valid Pollution Under Control Certificates (PUCC) and insurance.

Under the new directive, vehicles without these documents will be automatically flagged through the e‑Detection system, and e‑Challans will be issued digitally.

The department confirmed that e‑Detection integrates toll plaza data with the VAHAN database to identify non‑compliant vehicles. This reduces reliance on manual checks and ensures faster, technology‑driven enforcement.

Officials warned that vehicles caught without valid PUCC or insurance will face strict penalties, urging owners to verify and renew their documents in advance.

According to government data, the system has already proven effective. In the 2024‑25 financial year, e‑Detection identified 1,33,740 vehicles violating compliance norms, leading to automatic challan generation.

Previously, the system was used to check tax, permit, and fitness violations, but now its scope has expanded to cover PUCC and insurance.

Authorities have issued a clear advisory to vehicle owners: ensure that pollution and insurance certificates are valid before hitting the road. Any discrepancies must be corrected promptly to avoid penalties.

The Transport Department emphasized that this move is aimed at improving road safety, reducing pollution, and ensuring accident compensation through valid insurance coverage.

With e‑Detection in place, violators can no longer escape scrutiny, as the system operates seamlessly across toll gates and highways.
