​Bhubaneswar: The breakthrough at the Mahanadi Water Disputes Tribunal (MWDT) Saturday has shifted the river from a legal battlefield into a political crossfire. While the submission of the Joint Technical Report on May 2, 2026, has been a technical victory, it, however, has ignited a fierce "narrative war" in State Capital Bhubaneswar.

While the State Government celebrates a "historic milestone" in the Mahanadi dispute, the Opposition has labeled the move a "clandestine compromise." The submission of the Joint Technical Report has turned into a high-stakes battle for Odisha’s "Lifeline."

1. The BJP Government: "The Victory of Cooperative Federalism"

Advocate General Pitambar Acharya, representing the Odisha government, called the day "historic," emphasizing that the Tribunal praised both Chief Ministers for their commitment. 

The Narrative: The ruling BJP is framing this as the result of a "Double Engine" government. Their argument is that what the BJD couldn't solve in 24 years through litigation, the BJP has moved toward resolution in months through "positive dialogue."

2. The BJD: "Where are the Secret Numbers?"

The Biju Janata Dal has launched a scathing counter-attack. Senior leaders, including Prasanna Acharya and Debi Prasad Mishra, are questioning why the specific data in the report hasn't been made public.

The Attack: The BJD alleges that the state government is prioritizing "party harmony" over Odisha’s riparian rights. They have demanded a White Paper on the joint report, asking if Odisha has "surrendered" its claim to a guaranteed minimum flow in exchange for a quick settlement.

3. The Congress: "The Third-Party Threat"

The Odisha Pradesh Congress Committee (OPCC) has taken a different angle, warning that this "sudden consensus" might be a strategy to bypass the Tribunal’s deeper scrutiny.

The Concern: Congress leaders argue that by agreeing on a yield assessment now, Odisha might be forfeiting its right to contest the 500+ anicuts and 30+ barrages Chhattisgarh has already built, which Odisha previously claimed were "illegal."
