Bhubaneswar, Nov 28: The Odisha Legislative Assembly is set for a busy second day of the Winter Session on Friday, with the state government scheduled to present a supplementary budget of around Rs 10,000 crore for the 2025–26 fiscal year. Chief Minister Mohan Charan Majhi will table the first supplementary budget of the financial year during the afternoon sitting.

Question Hour will cover key departments, including School and Mass Education, Higher Education, Industry, ST & SC Development, Sports and Youth Services, Skill Development, Odia Language-Literature-Culture, and Social Security and Welfare.
MLAs are likely to raise listed and supplementary questions, while both Treasury and Opposition benches are expected to take up several issues during Zero Hour. The Congress is also set to move an adjournment motion. With multiple politically sensitive matters pending, the House may witness intense proceedings.
The supplementary budget discussion follows a historic opening day of the session, when President Droupadi Murmu addressed the Assembly for the first time as President. In her landmark speech, she urged lawmakers to work with dedication and strive to bring smiles to the faces of ordinary citizens. She also called upon members to contribute towards building a prosperous Odisha by 2036, when the state marks 100 years of its formation.
Emphasising Odisha’s natural resources, cultural heritage and skilled human capital, she said the state has strong potential to emerge as a leading growth engine for India in the years ahead.
