Bhubaneswar, Feb 7: Chief Minister Mohan Charan Majhi announced the launch of the Bhubaneswar-Cuttack-Puri-Paradip Economic Corridor, stating that the BCPPER region will serve as the main growth engine for Odisha Vision 2047.

The corridor covers four districts -- Puri, Khordha, Cuttack and Jagatsinghpur -- spanning 11,892 square kilometres. In 2025, the contribution of these four districts to the state’s GDP stands at 19 per cent, amounting to 22.38 billion dollars. The government has set a target to increase the region’s contribution 15-fold by 2047.

The Chief Minister said the integrated infrastructure in the corridor will be culture-friendly, innovation-driven and nature-based. He highlighted Puri’s cultural significance, Paradip as a port city, Bhubaneswar as an IT and education hub, and Cuttack’s historic legacy as defining strengths of the region.

He stated that more than 80 projects and over 30 policy initiatives have been planned under the corridor. Of these, more than 60 projects across 10 sectors will be implemented in eight major urban centres. He added that Odisha aims to reach the fifth position economically and emphasised the need for faster execution. “Each plan must be linked to urban development; otherwise, it will have no value,” he said.

He further said Paradip would move ahead of competing ports and Bhubaneswar would grow at a pace comparable to Hyderabad. According to him, 20 per cent of the state’s revenue currently comes from rural areas. He also said the state Budget is being prepared, the Union Budget has been presented, and NITI Aayog has extended support and opportunities to Odisha.

Sector-Wise Project Details

Manufacturing
Plans include biotechnology and medical equipment units, metal processing industries, capital goods and white goods parks, incentives for industrial relocation, and plug-and-play industrial zones supported by a dedicated policy.

Textiles, Apparel, Handloom and Handicrafts
A Mega Technical Textile Park in Paradip and a Textile Park in Choudwar are planned. Mini Ready-Made Garment parks for women, implementation of the Odisha Apparel and Technical Textile Policy 2022, and a framework for Common Facility Centres (CFCs) are included.

Chemicals
Three specialised industrial clusters in the PCPIR region for downstream industries are proposed. Dedicated berths for chemical import and export at Paradip Port, installation of a Floating Storage and Regasification Unit (FSRU), amendments to the Factory Act to enhance women’s participation, and compliance with REACH regulations are part of the plan.

Agriculture and Fisheries
Crop-specific clusters, aquaculture parks, agri-enterprise and agri-technology initiatives, agri-export terminals, seed villages, and a review of the Odisha State Fisheries Policy 2015 are proposed.

Tourism
Projects include the Jagannath Temple Circuit (second phase), Buddhist Circuit integration at Dhauli, cruise terminal, Sea World and Sphere Theme Park, lake and beach development, jungle safari, cruise tourism policy, heritage redevelopment, homestay policy, and zoning norms for hotels.

IT and ITES
Plans cover GCC clusters, IT City, Innovation City, data centre infrastructure, ER&D centres, GPU and server manufacturing hub, tax incentives under a GCC policy, and dedicated IT and data centre policies.

Education
Proposals include Edu-SEZ, Science City, hub-and-spoke skill development model, Knowledge Corridors, Innovation Districts, Odisha Education Policy to attract global institutions, and a Skill Passport system.

Ports and Logistics
FTWZs, Multi-Modal Logistics Parks, Inland Container Depots, completion of NW64 and NW5 waterways, Integrated Command and Control Centres, digitisation of Ease of Doing Business processes, berthing policy reforms, and port-led industrial logistics parks are planned.

City-Specific Initiatives

Bhubaneswar
IT corridor with ER&D centre, global Edu-SEZ, Science City, Innovation City and Data Centre Corridor, GCC cluster, Global Sports City, International Convention Centre, Temple and Buddhist Circuits, tourism data observatory and artisan excellence centres.

Cuttack
Medical corridor with Centres of Excellence, World Skill Centre, Barabati Fort and Bali Yatra ground redevelopment, Swaraj Ashram and Netaji Subhas Chandra Bose Museum, Global Sports City and urban industrial relocation.

Khordha and Jatani
GPU and server manufacturing hub, industrial corridor, satellite innovation zone, training centres and planned satellite city for Bhubaneswar.

Jagatsinghpur and Paradip
Expansion of container capacity, domestic transhipment hub, e-methanol and green hydrogen hub, Green Port initiatives, Maritime-Tech ER&D centre and FTWZs.

Puri
Regional Mass Transit from Bhubaneswar to Cuttack, Jagannath Temple Heritage Corridor (second phase), beach development with hotels and resorts, Sea World and Sphere Theme Park, premium wedding facilities, tourism branding initiatives and Tourism Data Observatory.

The government stated that the corridor’s implementation will integrate infrastructure expansion with economic, cultural and urban development objectives.
