Viksit Odisha / BDA Announces Three New Town Planning Schemes for Bhubaneswar

Bhubaneswar, Jun 19: The Bhubaneswar Development Authority (BDA) has announced its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, 06/2026 and 07/2026) under the Odisha government’s flagship “Samrudha Sahar” initiative. The declaration, made under Section 23(1) of the Odisha Development Authorities Act, 1982, marks another step towards planned urban expansion and sustainable growth in line with the vision of Viksit Odisha 2036.
Scope of New Schemes
The proposed schemes cover a total of 863.29 acres in Malipada and Daspur mouzas. TPS No. 05/2026 spans 247.57 acres, TPS No. 06/2026 covers 234.34 acres, while TPS No. 07/2026 extends over 381.38 acres. These projects aim to facilitate systematic urban development through essential infrastructure and public amenities, ensuring balanced growth across the Bhubaneswar Development Area.
Land Pooling Framework
Under the Town Planning Scheme model, landowners contribute up to 40 per cent of their land for public infrastructure such as roads, drainage, water supply, sewerage, electricity networks, and open spaces. The remaining 60 per cent is returned as developed plots, significantly enhancing land value and ensuring equitable distribution of benefits.

✨Following publication in the Odisha Gazette, notices will be issued inviting landowners and stakeholders to furnish details of rights and interests in the scheme areas within two months. This participatory approach is designed to ensure transparency and cooperation in the planning process.
Progress So Far
BDA has already implemented TPS Nos. 1–4, covering 1,577
acres, with possession of reconstituted plots underway. Infrastructure works
such as roads and drains are progressing in these areas. TPS No. 8, covering
560 acres in Andharua and Daspur, has also received government approval.
Recently, BDA declared its intent for four schemes (TPS Nos. 42–45) in Zone‑4,
while surveys are ongoing for ten more schemes in Zone‑4 and three in Zone‑1.
