Key Points

BDA has announced four new Town Planning Schemes in Bhubaneswar covering 969 acres under the SAMRUDHA SAHAR initiative. These schemes aim to provide modern infrastructure, equitable land distribution, and sustainable urban growth, reinforcing Bhubaneswar’s transformation into a planned and livable city.

Bhubaneswar, Jun 17: The Bhubaneswar Development Authority (BDA) has declared its intention to prepare and implement four new Town Planning Schemes (TP No. 42–45) under Section 23(1) of the Odisha Development Authorities Act. Together, these schemes will cover nearly 969 acres in the Bhubaneswar Development Plan Area (BDPA), marking another milestone in the city’s planned urbanization drive, officials said on Wednesday.

SAMRUDHA SAHAR Initiative

These schemes align with the Government of Odisha’s SAMRUDHA SAHAR programme, which aims to transform cities into sustainable growth centres. The initiative focuses on integrated infrastructure, inclusive development, and equitable land distribution to ensure balanced urban expansion.

Details of the New Schemes

  • TP Scheme No. 42/2026: Patrapada Mouza, 330.07 acres
  • TP Scheme No. 43/2026: Bhagabanpur Mouza, 264.33 acres

  • TP Scheme No. 45/2026: Bijipur Mouza, 83.68 acres

Collectively, these schemes cover 968.75 acres, ensuring provision of roads, drainage, water supply, sewerage, electricity, open spaces, and social infrastructure.

Land Pooling Model

Under the Town Planning framework, landowners contribute up to 40% of their land for public infrastructure. The remaining 60% is returned as developed plots, enhancing land value while minimizing direct acquisition. This participatory model ensures equitable benefits and modern infrastructure creation.

Progress So Far

BDA has already advanced with earlier schemes covering 1,577 acres, with preliminary approvals granted and possession delivery underway. Infrastructure works such as roads and drains are progressing, while TP Scheme No. 8 (560 acres) has received draft approval. Additionally, 16 more schemes are in the pipeline, reinforcing Bhubaneswar’s transformation into a sustainable and livable city.
