Bhubaneswar, Jun 18: Odisha Chief Minister Mohan Charan Majhi on Thursday ordered the suspension of senior IPS officer Dayal Gangwar, who was serving as Officer on Special Duty (OSD) in the Home Department, officials said.
The decision comes in the wake of allegations linking Gangwar to the Balianta moblynching case that claimed the life of GRP Constable Soumya Ranjan Swain.
On May 7, GRP Constable Soumya Ranjan Swain was brutally attacked by a mob near Balianta in Khordha district, leading to his death. Swain’s family later alleged that he had been subjected to harassment by senior IPS officer Dayal Gangwar, then ADG (Railway), who reportedly compelled him to perform personal tasks.
The suspension follows mounting public outrage and demands for accountability in the case. Swain’s death shocked the state and drew widespread condemnation, with civil society groups and political parties pressing the government to act. The National Human Rights Commission (NHRC) has already recorded statements from Swain’s family, while the Odisha Crime Branch is investigating the circumstances surrounding the lynching.

✨Chief Minister Majhi, who has repeatedly emphasized his government’s commitment to transparency and accountability, said the suspension was necessary to uphold public trust. “There will be zero tolerance for misconduct. The government stands firmly with the people and will ensure justice in this case,” he stated.
The move is being seen as a strong message from the new
administration, which has pledged systemic reforms in governance and policing.
Analysts note that the suspension of a senior officer in such a sensitive case
underscores the government’s intent to restore confidence in law enforcement
institutions.
