Boudh, Apr 4: In a bizarre case that has triggered widespread discussion, an auto-rickshaw driver in Odisha’s Boudh district was allegedly fined for not wearing a helmet, despite no such rule applying to three-wheelers.
According to our source from the ground, the challan was issued on November 18, 2025, against auto driver Sanjeev Kumar Satapathy (vehicle number OD15-XXX8). Unaware of the penalty at the time, Satapathy said he only came to know months later after receiving a message on his phone directing him to pay a fine.
“I received a text message on my mobile phone about the challan. I was shocked. It said I had to pay Rs 1,000 along with Rs 294 GST within 10 days to avoid further action,” Satapathy said.
Seeking clarification, he approached local officials. “I asked a clerk at the RTO office, who informed me that if the challan has been levied, it must have been issued by the police and not the RTO,” he added.

Satapathy later obtained a printout of the challan from a Common Service Centre. “When I got the printout, it clearly mentioned that the fine was imposed for not wearing a helmet while riding the vehicle,” he said.
The incident has since become a talking point among locals, with many questioning how such a penalty could be issued for a vehicle category where helmet use is not mandated. “Will auto drivers now be required to wear helmets too?” residents remarked sarcastically.
The case further raised concerns over possible negligence in enforcement. When contacted, Boudh Superintendent of Police said the matter would be examined. “We will look into the issue and take appropriate action,” the official stated.
