Why PM Modi Appealed to Cut Chemical Fertilisers Use by 50%?
Fertiliser Crisis

Key Points

Though the country’s fertiliser stock has been up by nearly 12%, the dipping domestic production and rising sales could lead to more fertiliser imports draining on the foreign exchange.

Bhubaneswar: Amidst the volatile shadow of a deepening West Asia crisis, Prime Minister Narendra Modi has issued a clarion call to India’s farming community, urging a "national mission" to slash chemical fertilizer consumption by 50%.

Speaking at a massive public rally in Secunderabad on Sunday, the Prime Minister framed the shift toward natural farming not just as an ecological necessity, but as a strategic act of patriotism to safeguard India’s economic sovereignty.

Geopolitical Headwinds

The escalating conflict in West Asia—compounded by disruptions in the Strait of Hormuz—has sent shockwaves through global commodity markets. India, which relies heavily on the Gulf for natural gas and finished fertilizers (importing over $3.7 billion worth in 2025 alone), faces a mounting challenge:

Supply Chain Strain: Crude and LNG supply lines are under threat, directly impacting the domestic production of Urea.

Price Volatility: While a bag of fertilizer costs roughly Rs3,000 on the international market, the Indian government provides it to farmers for less than Rs 300, absorbing a massive subsidy burden to keep food prices stable.

Import Dependence: Nearly 31% of NPK and 30% of nitrogenous fertilizer imports originate from the embattled region.

The PM’s "Soil-to-Sovereignty" Strategy

"How can a nation progress if it depends on imports for everything?" the Prime Minister asked, linking the West Asia crisis to the need for a 'Swadeshi' agricultural model.

"I urge my farmer brothers and sisters: reduce the use of chemical fertilizers by half. This will protect the health of Mother Earth and save the nation’s foreign exchange," PM Modi stated.

The Prime Minister’s roadmap focuses on three key pillars:

Natural Farming: Transitioning to chemical-free agriculture to tap into the surging global demand for organic produce.

Fiscal Resilience: Reducing the Rs1.71 lakh crore annual fertilizer subsidy bill, which the government increased recently to shield farmers from the global price surge.

WHY PM APPEALED

Monday, the IGoM (Informal Group of Ministers) meet chaired by defence Minister Rajnath Singh has brought to fore the following hard facts.

·        While the fertiliser stock the country has now has been higher at 199.65 LT from 178.58 LT a year ago, the domestic production of chemical fertilisers stands lower at 76.78 LT vis-à-vis 92.01 LT

·        Moreover, the sale of fertilisers from March to May 10 stood higher at 71.19LT from 59.65 LT during March – May 10, 2025.

·        The above data shows while the domestic production have shown a dip by around 16%, the sales clocked a high of 19%.

·        Though the country’s fertiliser stock has been up by nearly 12%, the dipping domestic production and rising sales could lead to more fertiliser imports draining on the foreign exchange.

NO KHARIF SHORTAGE

Department of Fertilizers officials in the meet confirmed that while the government has secured long-term supply agreements with Russia and Morocco—routing ships through the Cape of Good Hope to avoid conflict zones—the long-term solution remains the PM's push for domestic self-reliance.

The Bottom Line

As the monsoon approaches, the message from the top is clear: While the government will continue to spend billions to subsidize imports in the short term, the ultimate defense against global instability lies in the Indian soil itself. By cutting chemical dependence, the government aims to turn a geopolitical crisis into a "Green Revolution 2.0."
