New Delhi/Bengaluru, Jun 4: The Ministry of Education on Thursday handed over the Letter of Approval (LoA) to the University of Liverpool, United Kingdom, to establish its branch campus in Bengaluru, marking a significant step in the internationalisation of higher education under the National Education Policy (NEP) 2020.
The LoA was presented by Dr. Vineet Joshi, Secretary, Department of Higher Education and Chairman of the University Grants Commission (UGC), to Professor Richard Grose, Provost of University of Liverpool Bengaluru. The ceremony was witnessed by Union Education Minister Dharmendra Pradhan, External Affairs Minister Dr. S. Jaishankar and UK Foreign Secretary Rt. Hon. Yvette Cooper. Senior dignitaries including India’s Foreign Secretary Vikram Misri and British High Commissioner Lindy Cameron were also present.
Speaking on the occasion, Pradhan described the occasion as
a “golden chapter” in the implementation of NEP 2020. He said the establishment
of the Bengaluru campus reflects Prime Minister Narendra Modi’s vision of
positioning India as a global hub for knowledge, innovation and research. “The
presence of reputed global institutions will enhance student mobility, foster
academic collaboration and strengthen India–UK relations,” he noted.

✨The University of Liverpool had earlier received a Letter of
Intent in May 2025 under UGC’s regulations for foreign higher education
institutions. Following a year of academic, infrastructure and regulatory
preparations, the institution has now been cleared up to commence operations.

The Bengaluru campus will initially offer undergraduate and postgraduate programmes in business management, computer science, game design, finance and biomedical sciences, with plans to expand into additional disciplines. Officials said the move will provide Indian students access to world class education and advanced research facilities without leaving the country.
Established in 1881, the University of Liverpool is recognised globally for excellence in teaching, research and innovation. Its decision to open a campus in India is expected to expand opportunities for Indian students while deepening international academic cooperation.
