​Bhubaneswar: Some pivotal petro stations in state Capital Bhubaneswar Thursday presented a picture of crowd and chaos, a day after PM Modi announced a half-cut in his cavalcade.

The moot question is why PM Modi pressed the petrol button. The hard data reveals the big reason.

In May 2026, the Indian economy faced a stark paradox. While key industrial and household indicators showed signs of cooling, petrol consumption was exploding. This divergence, coupled with a crushing crude oil price, triggered an immediate and drastic response from the Prime Minister.

The Numbers: A Tale of Two Trends

​The Petroleum Planning and Analysis Cell (PPAC) data reveals why the government felt the situation was becoming unsustainable.

​The Petrol Surge: Consumption hit 3,669 TMT in April 2026. This represents a 6.36% rise from 2025, but the more alarming figure is the 11.7% jump compared to April 2024.

The Stagnant Diesel: Unlike petrol, diesel—the fuel that powers the nation’s freight—remained nearly flat, moving from 8,261 TMT to 8,282 TMT (a mere 0.25% growth).

The Sharp Contractions: Other sectors saw massive drops. LPG was down a whopping 16.16% year-on-year, and ATF fell by 1.37%.

The Conclusion: While industry and households were tightening their belts, personal vehicle usage (petrol) was surging uncontrollably, draining national resources the most.

The Global Price Trap

​This domestic surge hit at the worst possible time. The global market was tightening its grip on the Indian budget:

·        ​April 2026: Crude prices were at a high of $114.48/bbl.

·        ​May 13, 2026: Even with a slight dip, the Indian basket stood at $109.31/bbl.

​Every extra drop of petrol consumed meant sending more dollars out of the country at peak prices. The PM realized that if the "rampaging" petrol usage wasn't checked, it would cause a massive fiscal imbalance.

Leading by Example: The 50% Cavalcade Cut

​Recognizing that a simple request for austerity would not suffice, PM Modi signalled the gravity of the situation through "Leadership by Example."

By ordering a 50% cut in his own cavalcade, he sent a clear message: If the head of state can reduce his footprint, every citizen can.

This was not just a fuel-saving measure; it was a psychological move to make conservation a matter of national duty.

Why The "COVID Days" Reference by PM

​The Prime Minister’s mention of the COVID days was a deliberate attempt to remind the nation of a time when:

·        ​Unnecessary movement was zero.

·        ​Digital alternatives (WFH and virtual meetings) replaced physical travel.

·        ​The National Interest took precedence over personal convenience.

​By invoking that era, he was asking Indians to return to that level of discipline to survive the current supply pressures without crashing the economy.

The PPAC data shows how due to the above discipline or say conditions, the total petrol consumption in the year 2020-21 saw a fall by over 6.6% to 279,69 LMT from 299.75 LMT.

It is these hard data that is on PM Modi’s mind. For which, the PM made a reference to Covid -19 days life style.

The Bottomline

The data showed that while the rest of the country’s fuel usage was shrinking or flat, petrol was an outlier. With crude at $109+, the PM saw a "petrol-led" economic crisis on the horizon and acted with urgency to break the trend before it broke the bank.
