Under the banner of Odia Asmita – the cultural pride and identity of Odisha – Chief Minister Mohan Charan Majhi is set to unveil the completely revamped, state-of-the-art Kalinga Studio. Built with an investment scaling up to Rs200 crore (optimized to Rs164 crore in its final execution phase), this 26.26-acre urban boutique facility is poised to transform the cinematic landscape of Eastern India.

Designed with consultants Grant Thornton Bharat LLP, the initial plan focused on commercial revenue generators: an entrance plaza, public theme gardens, an artificial "Snow World," an adventure land, and extensive spaces tailored for weddings and social events.
However, when the BJP government transitioned into power, a critical audit conducted alongside the Cine Arts Association, the All Odisha Film Directors Association (AOFDA), and the Odisha Producers Guild revealed glaring deficiencies.
Local filmmakers sounded major alarms, noting that turning a historic film studio into a glorified "marriage mandap" or public amusement park would deal a fatal blow to its primary utility.
Loud public events, amusement rides, and wedding guests running adjacent to shooting zones are acoustic nightmares that make live dialogue recording impossible.
Furthermore, the initial layout completely omitted "bread-and-butter" continuity sets – such as a modular police station, a hospital floor, a courtroom, and a traditional temple – while featuring an artificial, manicured village replica that lacked the gritty texture required for realistic Odia cinema.
Recognizing these fundamental flaws, CM Mohan Charan Majhi ordered a fresh Detailed Project Report (DPR). The new administration aggressively shifted the priority from casual tourism to operational filmmaking. They expedited physical construction to complete 90–95% of core structures, focusing heavily on building a high-tech Tech Building equipped for cutting-edge digital post-production (VFX, animation, mixing, and dubbing suites) alongside constructing the crucial physical shooting sets demanded by the Ollywood fraternity.

When compared to massive private monoliths like Hyderabad’s Ramoji Film City or Mumbai’s sprawling industrial hubs, Kalinga Studio is a compact, urban boutique property.
