  • Bhubaneswar/Cuttack: Nearly days after the alleged suicide of Inspector-in-Charge (IIC) Beauty Mohanty sent shockwaves through Odisha Police, the Commissionerate Police investigation remains without a decisive breakthrough despite deploying three dedicated teams, collecting forensic evidence and examining her financial, digital and personal records.

    The investigation, currently registered as an Unnatural Death (UD) case under Section 194 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), has reached a critical stage where investigators have gathered substantial evidence but are yet to establish the most important element of any suspicious death investigation – a clear motive.

    Three Teams, One Question: Why Did Beauty Mohanty Die?

    The investigation is being directly supervised by Cuttack Deputy Commissioner of Police (DCP) Rishikesh Khilari, with three specialised teams working simultaneously on different aspects of the case.

    Investigators have so far focused on four major evidence streams:

    • Medical and forensic evidence
    • Digital footprints
    • Financial transactions
    • Testimonial evidence

    While police officers say procedural progress has been satisfactory, the evidence collected has not yet answered the central question behind the alleged suicide.

    What Police Have Found So Far

    Post-mortem Confirms Cause of Death

    The official post-mortem examination has ruled that the death occurred due to asphyxia caused by hanging, ruling out immediate indications of physical assault.

    However, establishing the medical cause of death is only one part of the investigation. The larger challenge remains determining what circumstances led to the alleged suicide.

    Financial Trail Throws Up Nothing Suspicious

    Investigators have completed scrutiny of Beauty Mohanty's bank transactions.

    According to sources, no unusual financial transfers, suspicious withdrawals or monetary disputes have surfaced during the audit, effectively eliminating one possible investigative angle.

    Call Records Under Scanner

    Police have secured the deceased officer's Call Detail Records (CDRs) and analysed her recent communication pattern.

    Based on the call logs, investigators have recorded statements from several individuals who remained in regular telephonic contact with her during the final days of her life.

    Among them are:

    • Her husband, who resides in Mumbai (Talked to her at 10:30 PM)
    • Her two sisters
    • Other persons who frequently communicated with her

    However, police have not indicated whether this conversation has any direct connection with the death.

    The Biggest Roadblock: Missing Digital Puzzle

    The investigation's biggest bottleneck lies inside the State Forensic Science Laboratory (SFSL), Bhubaneswar.

    While forensic experts have successfully extracted data from one mobile phone, investigators are still waiting for forensic analysis of:

    • A second mobile phone
    • Her laptop

    These devices are expected to contain:

    • WhatsApp conversations
    • Deleted messages
    • Social media interactions
    • Digital documents
    • Other electronic evidence that could reveal her mental state or identify possible external pressures.

    Police sources indicate only a partial digital report has reached investigators so far, leaving the electronic evidence incomplete.

    Until the remaining forensic analysis is completed, investigators believe the digital narrative remains fragmented.

    Perhaps the most striking aspect of the investigation is the absence of any identifiable motive.

    Police have so far found no evidence suggesting:

    • Financial distress
    • Criminal intimidation
    • Blackmail
    • Professional misconduct allegations
    • Any other obvious trigger

    The lack of a discernible motive has made the investigation significantly more complicated.

    Unlike many suspicious death investigations where investigators begin with allegations made by relatives or colleagues, this inquiry currently has no clear direction pointing towards any individual or event.

    Family Has Not Filed Any Complaint

    Another important legal aspect shaping the investigation is the stance taken by the deceased officer's family.

    Police officials remain in regular contact with Beauty Mohanty's family.

    However, the family has not lodged any formal complaint or levelled allegations against any individual.

    This has significant legal implications.

    Under the BNSS, an Unnatural Death case is essentially a fact-finding inquiry and not a criminal prosecution.

    Without allegations of criminal conduct, the inquiry continues to remain focused on collecting scientific and forensic evidence rather than investigating identified suspects.

    Why No FIR Yet?

    Many have questioned why no criminal case has been registered despite the high-profile nature of the incident.

    Legally, a UD case does not automatically become a criminal FIR.

    For the investigation to move into offences such as abetment to suicide or any other cognisable crime, investigators generally require evidence indicating criminality.

    Such evidence may emerge through:

    • A formal complaint by the family alleging criminal conduct;
    • Fresh forensic evidence indicating harassment, blackmail or foul play; or
    • Independent police findings warranting criminal investigation.

    As of now, none of these thresholds has reportedly been crossed.

    Police Can Still Register an FIR Without Family Complaint

    Legal experts point out that the absence of a family complaint does not prevent police from initiating criminal proceedings.

    If the pending forensic examination of the second mobile phone or laptop uncovers evidence of:

    • Blackmail,
    • Persistent harassment,
    • Criminal intimidation, or
    • Any other cognisable offence,

    the Commissionerate Police can register an FIR suo motu, making the State itself the complainant.

    This would allow investigators to exercise wider powers, including custodial interrogation, searches and arrests if warranted by evidence.

    Investigation at a Crossroads

    At present, Commissionerate Police appear to have completed much of the foundational investigation.

    They have:

    • Retrieved the post-mortem report;
    • Collected Call Detail Records;
    • Examined financial transactions;
    • Recorded statements of key witnesses; and
    • Obtained part of the digital forensic report.

    Yet the investigation remains without its defining breakthrough.

    The answers investigators seek are now expected to come from the pending forensic examination of the second mobile phone and laptop – devices that may ultimately determine whether Beauty Mohanty's death remains an unexplained suicide or transforms into a full-fledged criminal investigation.

    Until then, one of Odisha's most closely watched police investigations continues to remain suspended between unanswered questions and incomplete digital evidence.
