Bhubaneswar: A senior, powerful bureaucrat today stands behind bars. Arun Kumar Biswal, the Additional Secretary of the Odisha Commerce & Transport Department, was arrested by the Kharavel Nagar Police on September 18, 2026. Handcuffed and forwarded to court, his arrest follows shocking allegations of long-term sexual harassment, midnight trespassing, and the rape of an office stenographer.

• The Early Years (1997): Biswal entered the Odisha Administrative Service (OAS) in 1997, climbing through the traditional, rigorous ladder of revenue and field-level postings characteristic of the state civil service

• Banki Sub-Collectorate: He eventually rose to prominence as the Sub-Collector and Sub-Divisional Magistrate (SDM) of Banki. In this sensitive executive role, he was the face of local governance, revenue administration, and magisterial functions. Public records from his Banki tenure show no documented history of corruption, disciplinary red flags, or public scandals.

• The NHM & Pandemic Years (2019–2023): In November 2019, he transitioned to state headquarters as the Joint Director (and later Additional Director) of Administration for the National Health Mission (NHM), Odisha. He managed crucial public health logistics during the demanding COVID-19 pandemic response years without any publicly reported financial or administrative controversies.

• The Senior-Grade Transition (2024–2026): By 2026, he reached the Senior Administrative Grade (SAG). He was handed major dual portfolios: Additional Secretary to the Government in the Commerce & Transport Department, and senior management oversight within the infrastructure wing of the Odisha State Road Transport Corporation (OSRTC). He was even deployed as an executive magistrate for the high-profile 2026 Rath Yatra management.
