Who Is Arun Kumar Biswal? The Senior OAS Officer Arrested on Grave Charges of Rape and Attempted Murder
A grave Misconduct from low profile senior OAS officer!

Key Points

  • Arrest of Senior Bureaucrat: Odisha Commerce & Transport Additional Secretary Arun Kumar Biswal was arrested by Kharavel Nagar Police following grave sexual assault allegations.

  • Severe BNS Charges Filed: The senior OAS officer faces multiple heavy criminal counts, including rape under Section 64(2)(b), attempt to murder, and criminal intimidation.

  • Shock to State Administration: The sudden arrest shatters a 29-year administrative career, raising intense administrative and safety concerns within the Odisha Secretariat

  • Bhubaneswar: A senior, powerful bureaucrat today stands behind bars. Arun Kumar Biswal, the Additional Secretary of the Odisha Commerce & Transport Department, was arrested by the Kharavel Nagar Police on September 18, 2026. Handcuffed and forwarded to court, his arrest follows shocking allegations of long-term sexual harassment, midnight trespassing, and the rape of an office stenographer.

The incident has sent shockwaves through the state administration. The gravity of the case extends beyond a midnight break-in; it represents an explosive collision between a 29-year, textbook administrative career and a sudden, violent descent into criminal culpability.

The Midnight Assault & Heavy BNS Charges

According to the police investigation, the incident unfolded when Biswal allegedly knocked on the female colleague’s house in the middle of the night, forced his way inside, and committed rape.

The victim’s formal complaint exposed an underlying pattern of abuse, stating that Biswal had been using his senior official position to sexually harass her for a long time. Taking the statement seriously, the Kharavel Nagar police launched an immediate operation, took him into custody, and conducted a mandatory medical examination.

The state has slapped an array of severe charges against the Senior Administrative Grade (SAG) officer under the Bharatiya Nyaya Sanhita (BNS):

    • Section 64(2)(b): Rape

    • Section 109(1): Attempt to murder

    • Section 115(2): Voluntarily causing hurt

    • Section 296: Uttering obscene words and abuse

    • Section 351(2) & 351(3): Criminal intimidation and severe criminal intimidation

    A 29-Year Journey Through Odisha's Bureaucracy

The arrest has stunned the Secretariat primarily because of Biswal’s institutional standing. He was not an officer operating at the margins of government.

    • The Early Years (1997): Biswal entered the Odisha Administrative Service (OAS) in 1997, climbing through the traditional, rigorous ladder of revenue and field-level postings characteristic of the state civil service

    • Banki Sub-Collectorate: He eventually rose to prominence as the Sub-Collector and Sub-Divisional Magistrate (SDM) of Banki. In this sensitive executive role, he was the face of local governance, revenue administration, and magisterial functions. Public records from his Banki tenure show no documented history of corruption, disciplinary red flags, or public scandals.

    • The NHM & Pandemic Years (2019–2023): In November 2019, he transitioned to state headquarters as the Joint Director (and later Additional Director) of Administration for the National Health Mission (NHM), Odisha. He managed crucial public health logistics during the demanding COVID-19 pandemic response years without any publicly reported financial or administrative controversies.

    • The Senior-Grade Transition (2024–2026): By 2026, he reached the Senior Administrative Grade (SAG). He was handed major dual portfolios: Additional Secretary to the Government in the Commerce & Transport Department, and senior management oversight within the infrastructure wing of the Odisha State Road Transport Corporation (OSRTC). He was even deployed as an executive magistrate for the high-profile 2026 Rath Yatra management.

Abuse of Power and Institutional Shock

The core dimension of this scandal is the severe power imbalance inherent in the allegations. A senior officer visiting a professional subordinate's private residence at midnight violates basic service rules and professional boundaries. If the prosecution's timeline of long-term workplace harassment stands verified in court, it exposes a deep abuse of administrative authority

    Current Status

Following his medical check-up, the police formally forwarded Biswal to the judicial magistrate today. While the state machinery moves aggressively to investigate the workplace abuse, Biswal's defense counsel has strongly pushed back, stating to the media that all the allegations leveled against his client are entirely false and fabricated. The long administrative career of Arun Kumar Biswal now faces its ultimate, definitive test under due process of law.
