Bhubaneswar: For a prison administrator, there can hardly be a more striking reversal of fortune than being taken into custody and lodged in the very prison he once administered.

That is the extraordinary turn in the career of Sujit Kumar Raula, Senior Superintendent of Choudwar Circle Jail, whose arrest on September 20, 2026 has transformed a nearly year-old jailbreak investigation into a much wider examination of administrative responsibility, record integrity, and the chain of accountability inside one of Odisha's most important correctional facilities.

Raula was arrested by Cuttack Police from his residence in Saheed Nagar, Bhubaneswar, after the Orissa High Court on August 29 rejected his anticipatory bail plea and withdrew his interim protection. He was subsequently produced before a court and remanded to judicial custody. Reports said he was lodged at Choudwar Jail – the same institution where he had served as its senior administrative authority.

His fall did not begin with the arrest. It began with two undertrial prisoners escaping from Choudwar Jail on the night of October 2-3, 2025 – and with an allegation that the official record of what happened inside the prison was subsequently manipulated.

The Rise To The Top

Raula's career in the Odisha Prisons Directorate was built through progressively senior responsibilities before he reached the position of Senior Superintendent of Choudwar Circle Jail. By September 2024, he was functioning as the full-time senior superintendent at Choudwar, placing him at the top of the administrative hierarchy within the prison.

The assignment was significant. Choudwar is not an ordinary correctional facility. The prison operates across a large campus and houses a substantial population of convicts and undertrials, including prisoners requiring heightened security. As senior superintendent, Raula's responsibilities extended across administration, staff deployment, records, security arrangements, and the overall functioning of the institution.

It was therefore the jailbreak of two undertrials in October 2025 that placed his own administrative record under scrutiny. Eventually, the documents maintained inside the prison became central to the case against him.

The Night That Changed His Career

On the intervening night of October 2 and 3, 2025, two undertrial prisoners, Raja Sahani and Madhukant Kumar, escaped from Choudwar Circle Jail. The escape triggered immediate administrative action. Two warders were suspended, while then-jailer Santoshini Dash was transferred to Kantabanji Sub-Jail in Balangir district for alleged dereliction of duty.

But months later, Dash turned the investigation in another direction. On January 17, 2026, she lodged a complaint alleging that Raula himself had remained absent from duty without authorisation around the time of the escape and had subsequently manipulated official records to show that he had been present.

Her complaint specifically alleged manipulation of the gate entry-exit registers for October 1, 2 and 3, 2025, and accused Raula of forging her signature in the official minute book dated October 2. The allegation was that the manipulation was intended to shift responsibility for the security failure onto her.

Raula denied the allegations. In a counter-complaint filed the following day, he accused Dash of dereliction of duty and alleged that she had allowed the inmates to leave their cells without his permission.

The result was a remarkable administrative reversal: the jail's former jailer and its senior superintendent became complainant and accused in competing versions of the same prison-break episode.

When The Records Became The Case

The allegations against Raula were not limited to a dispute over who was responsible for the jailbreak. The criminal case concerns alleged forgery, falsification, and manipulation of official records.

The Orissa High Court's August 29 order provides a clearer picture of the allegations. The prosecution case was that after the escape, entries relating to October 2 were allegedly altered or fabricated in order to project Raula's presence at the prison and undermine the investigation into the jailbreak.

The case was registered as Choudwar Police Station Case No. 35 of 2026, with the proceedings involving offences under Sections 336(2), 336(3), 336(4), 337, and 340 of the Bharatiya Nyaya Sanhita (BNS).

The High Court did not treat the matter merely as an administrative dispute. While considering his request for pre-arrest bail, it recorded the prosecution allegation that official entries had been altered after the escape in an attempt to deflect accountability. That order became a major turning point. On August 29, the court rejected Raula's anticipatory bail plea and withdrew the protection that had earlier shielded him from arrest.

The Missing Minute Book

The investigation then acquired another unusual dimension. Police repeatedly sought relevant prison records, including the minute book. According to police reports, Raula did not appear before the investigators despite repeated notices and reminders.

Reports further said that on August 17, he lodged a complaint claiming that the official minute book had gone missing. For investigators, however, the minute book was precisely one of the documents whose authenticity had become central to the case. The alleged disappearance of the record therefore added another layer to an investigation already centred on whether prison records had been manipulated.

The Controversies Before The Arrest

The jailbreak case was not the only controversy associated with Raula's tenure. Earlier in 2026, a woman prisoner from the Mahanga area reportedly alleged that gold jewellery deposited with the jail authorities at the time of her admission was not returned after her release on bail.

Reports said Raula subsequently paid Rs1.9 lakh to the woman in connection with the dispute. The episode generated further scrutiny over the handling of inmate property, although the circumstances and legal implications of that episode remain separate from the forgery case for which Raula was arrested.

The distinction is important. The present criminal case against Raula is rooted in allegations concerning the manipulation of official prison records following the jailbreak—not in the separate property dispute. However, it added to a growing narrative of administrative irregularities that defined his leadership timeline.

The Jail He Once Controlled

The irony of Raula's arrest is amplified by the institution at the centre of the case. Choudwar Jail has itself faced repeated scrutiny over security, inmate management, and administrative vulnerabilities.

The October 2025 jailbreak exposed one layer of that problem. The subsequent allegation that official records were manipulated to reconstruct the chain of responsibility exposed another. The prison-break investigation thus moved beyond a question of how two undertrials escaped. It became a question of what happened to the institutional record after they fled.

• And whose signature authenticated the crucial records?

Those questions now form the core of the criminal proceedings against the officer who was, at the time, the prison's senior-most administrator.

From The Man Holding The Keys To A Prisoner Behind The Gates

On September 20, the long investigation finally produced its most striking image. A 10-member police team reached Raula's Saheed Nagar residence and arrested him.

The officer who had once been responsible for the administration and security of Choudwar Circle Jail was taken into custody in connection with allegations arising from an escape that occurred under his watch. The court subsequently remanded him to judicial custody, and he was lodged at Choudwar Jail itself.

For the prison administration, it is an extraordinary reversal. For the investigation, however, the more important issue is not the symbolism of where Raula is lodged. It is whether the allegations of record manipulation, forged signatures, and falsified duty entries can ultimately be established through documentary and forensic evidence.

As the legal process unfolds, Raula remains an accused, left to await his trial from inside the very walls he once controlled.
