Cuttack, Nov 4: With the ‘Historic Baliyatra Cuttack 2025’ festival set to begin on the banks of the Mahanadi River here in Odisha from November 5 to 12, the Commissionerate Police of Bhubaneswar-Cuttack on Tuesday issued a comprehensive traffic advisory to manage the anticipated surge in visitors and vehicles across Cuttack city.
Vehicle Restrictions for Public Safety
To ensure smooth traffic flow and pedestrian safety, movement of heavy and commercial vehicles within city limits will be restricted during peak hours. Emergency vehicles including ambulances, fire brigades, police, and utility services will be given uninterrupted passage.
Designated Parking and Shuttle Services
Visitors arriving from Bhubaneswar via Nandankanan, Baranga, and Trisulia are advised to park at Bhuasuni Ground or Krushak Bazaar Ground and use shuttle services to reach the Baliyatra Ground. Those coming from Athagarh and Banki via Naraj and Madhusudan bridges can park at Bhuasuni, Gorakabar, or Christian Grounds.

✨Two-wheelers from Satichaura, Shelter Chhak, and Kanika
Chhak may use Dayashrama or Upper Baliyatra Grounds (Zone I & II) for
parking. Vehicles from Chahata Square, Deer Park, and Madhukunj Park will be
diverted to designated lots, with no access to the festival ground from these
points.

Entry Restrictions and Diversions
No four- or three-wheelers will be allowed towards Baliyatra Ground from Chandi Chhak via Cambridge School. Only two-wheelers will be permitted, with parking at Dayashrama or Upper Baliyatra. Similar restrictions apply to routes from Samaj Office Chhak, Reserve Police Line, Kill Khana, and Grinar Hotel Square.
Vehicles from Jobra and Matamatha can access the festival up to the Chief Justice’s residence and must park inside Baliyatra Ground (Parking 1–4). All vehicles existing must use the Silver City Boating Club gate.
Public Appeal
The Commissionerate Police has urged citizens to use public transport and shuttle services to minimize congestion. Violation of these orders will be punishable under Section 96 of the Odisha Urban Police Act, 2003, officials said.
