From 2012 to 2026: How Cuttack Strongman Prabhat Biswal Completed His 14-Year Political Circle| Political Analysis

Key Points
Bhubaneswar: Prabhat Ranjan Biswal has always been one of Odisha politics' most intriguing personalities.
In Choudwar-Cuttack, he has carefully cultivated the image of an accessible grassroots leader – someone who attends local functions, remains approachable to workers and commands loyalty through an extensive organisational network.
Among his supporters, he is seen as a protector of local interests and a politician who can get things done.
Yet, within political circles, Biswal carries an altogether different reputation: an aggressive tactician, a power player unafraid of confrontation, and a leader who constantly reminds both allies and adversaries of his electoral weight.
To his political peers and opponents, he has rarely been a conventional party loyalist; instead, he has often been viewed as a politician whose allegiance has ultimately gravitated towards the prevailing power centre.
Fourteen years after being suspended from the Biju Janata Dal (BJD) during the dramatic 2012 Pyarimohan Mahapatra rebellion, Biswal completed a remarkable 180-degree political turn. On Sunday, the Choudwar-Cuttack strongman formally joined the Bharatiya Janata Party (BJP), ending decades of association with the regional outfit and signalling the beginning of a new political chapter.
The Flashback: Circa 2012
The first major crack in his BJD journey surfaced in May 2012 during the reported internal coup engineered by the late Pyarimohan Mahapatra while Chief Minister Naveen Patnaik was abroad. Biswal, considered close to Mahapatra, was among the leaders conspicuous by their absence during the crucial show of strength at Naveen Nivas after Naveen's return. The BJD interpreted that absence as support for the dissident camp and suspended him for nearly eight months.
Political survival, however, demanded recalibration. By early 2013, Biswal publicly reaffirmed his faith in Naveen Patnaik's leadership, his suspension was revoked, and he was rewarded with a BJD ticket in the 2014 Assembly election, which he won comfortably. It was perhaps the first demonstration of his ability to adapt without losing his grassroots hold.
The Shadow
His political career later came under the shadow of the Seashore chit fund scam. Arrested by the CBI in 2017 on allegations linked to the multi-crore fraud, Biswal spent time in judicial custody before securing bail.

✨Significantly, the BJD never distanced itself from him because of the case. Instead, the party fielded his son, Souvic Biswal, from Choudwar-Cuttack in the 2019 Assembly election, a move widely interpreted as proof that the family continued to enjoy Naveen Patnaik's confidence despite the ongoing legal proceedings. As of July 2026, the case remains pending before the competent court, with no final judicial determination on the charges.
180 Degree Shift
The political script, however, began changing much before Sunday's induction.
The Rajya Sabha elections in March 2026 had already offered the first unmistakable signal. Souvic Biswal's cross-voting, Prabhat Biswal's open criticism of the BJD leadership and allegations regarding party finances triggered an unprecedented confrontation with the party high command.
The BJD expelled Prabhat in Feb this year, and son was suspended in March over RS poll voting row, alleging anti-party activities. From that moment, the question was no longer whether Biswal would leave the BJD, but when and where he would land. Sunday's induction into the BJP merely formalised a political transition that had been unfolding for months.
Bottomline
Prabhat Biswal's political journey has come full circle.
Suspended in 2012 for perceived disloyalty, rehabilitated by Naveen Patnaik, protected through the politically damaging years of the chit fund investigation, and eventually expelled in 2026 over internal rebellion, he has now chosen the BJP as his new political home.
The decision also reflects his enduring belief in the value of personal electoral capital. Even after legal controversies and imprisonment, Biswal continued to demonstrate considerable influence in Choudwar-Cuttack, suggesting that his personal network often transcended party labels.
If his earlier electoral success combined his own grassroots popularity with Naveen Patnaik's appeal, his latest gamble seeks to fuse that same local strength with Prime Minister Narendra Modi's political brand.
For Odisha
politics, particularly in Cuttack, the next electoral contest promises to
become considerably more interesting.
