Bhubaneswar, May 29: The Odisha government has unveiled an ambitious plan to provide affordable housing in Bhubaneswar and Cuttack, aiming to fulfill the dream of homeownership for middle-income and low-income families.
The initiative, announced by Housing & Urban Development Minister Krushna Chandra Mahapatra, will offer MIG, LIG, LIG-1, and MIG-2 category homes priced between ₹15 lakh and ₹50 lakh.
Lottery-Based Allocation & PPP Model
To ensure fair distribution, the government will allocate houses through a lottery system. Wealthier individuals will not be eligible to apply, as the scheme is designed to benefit economically weaker sections. The project will be developed under a Public-Private Partnership (PPP) model, with tenders being invited for construction.
Bank Tie-Ups & Expansion Plans
The government is collaborating with cooperative banks, which will oversee loan repayment and EMI collection. The housing units will be built in Bhubaneswar’s outskirts, with similar projects planned for Cuttack and other municipalities in later phases.
Urban Expansion & Slum-Free Cities
As part of a broader urban development strategy, the government aims to expand city limits and improve connectivity. Additionally, efforts are underway to eliminate slums by providing rental housing options within city limits.
Town Planning & Infrastructure Development
The Town Planning Scheme (TPS) will ensure proper sewage, drainage, roads, and lighting in newly developed areas. The initiative has already begun in Bhubaneswar and Cuttack, with plans to extend it to Puri soon.
