New Delhi/Bhubaneswar, Feb 1: Union Finance Minister Nirmala Sitharaman, presenting the Union Budget 2026-27, on Sunday laid out a transformative roadmap for Odisha, with a strong emphasis on industrial, mining, and logistical infrastructure. The state, already rich in minerals and industrial hubs, stands to gain significantly from new national initiatives.
Rare Earth Corridors
A key highlight is the establishment of dedicated rare earth corridors for critical minerals in Tamil Nadu, Kerala, Odisha, and Andhra Pradesh. For Odisha, this carries special significance as the state is among India’s richest in mineral reserves and already hosts major mining hubs. The proposed rare earth corridors will strengthen Odisha’s position as a leader in mining, research, and production of rare-earth magnets, reducing import dependence while driving industrial growth.
Inland Waterways
The Finance Minister also announced the expansion of inland waterways, with 20 new national waterways to be operationalised over the next five years. The first of these, National Waterway-5 in Odisha, will connect Talcher, Angul, and Kalinganagar to Paradip and Dhamra ports, enhancing logistical efficiency and reducing transport costs for coal, steel, and industrial goods.

✨Odisha’s mining and steel sectors are set to benefit from improved connectivity, with provisions for new freight corridors and upgraded logistical facilities. High-tech tool rooms, developed in collaboration with central public sector enterprises, will further support advanced manufacturing in the state.
Eco-Tourism and Conservation
In addition, the Finance Minister announced the
establishment of “turtle trails” along major nesting sites in Odisha, Karnataka
and Kerala to promote ecologically sustainable tourism. The initiative aims to
balance conservation with visitor engagement by creating guided trails near
coastal habitats where endangered sea turtles’ nest. Odisha’s Gahirmatha and
Rushikulya beaches, globally renowned for mass olive ridley turtle nesting, are
expected to be central to this project.

State Budget Context
The Union Budget builds on Odisha’s own State Budget
2025-26, which had a record outlay of Rs2.90 lakh crore, focusing on
agriculture, rural infrastructure, housing, and connectivity. With allocations
such as Rs37,838 crore for agriculture and irrigation under the CM Kisan
Yojana, and schemes like Antyodaya Gruha Yojana for housing, the state has
already laid a strong foundation for inclusive growth.
The Union Budget 2026-27 charts a path for balanced growth for Odisha. With rare earth corridors, inland waterways, freight connectivity, and eco-tourism initiatives like turtle trails, Odisha is poised to become a national hub for industrial expansion and sustainable development.
