Bhubaneswar, Jul 21: The University Grants Commission (UGC) has delivered a significant update following its investigation into the deaths of two female students at KIIT University. A fact-finding committee led by Professor Nageshwar Rao visited the campus on May 20 and has now released its detailed report, spotlighting serious administrative shortcomings.
The panel conducted discussions with university staff, students, and other stakeholders to identify potential causes behind the tragic incidents. According to findings, the university administration failed to respond effectively to complaints lodged by students and compromised on several regulatory and safety standards.
Most notably, the committee flagged the university's failure in investigating allegations submitted to its Internal Complaints Committee (ICC) and delivering appropriate justice. It also observed poor hostel conditions — including cramped rooms accommodating three students each — and lack of basic amenities for many students.
Additionally, the report accuses KIIT authorities of ignoring student grievances and attempting to compromise key procedural safeguards during the inquiry. The absence of strict disciplinary action in response to past complaints has contributed to a toxic institutional environment, the report suggests.
