Ulaka has been unwell for the last few days and undergoing treatment at a Bhubaneswar-based private hospital.
Ulaka was elected to the Odisha Legislative Assembly five times from the Bissamcuttack constituency in Rayagada district.

✨In 1974, Dambarudhar was first elected to the Legislative Assembly as an MLA from Rayagada district Bishmaktak. Later he was elected to the Legislative Assembly in 1977, 1980, 1985 and 1995.
In 1985, he became Minister of Employment, Urban Development and Forests and Environment.
