Bhubaneswar, Apr 30: The preliminary probe by Revenue Divisional Commissioner Sangram Keshari Mohapatra has revealed serious lapses by bank officials in the Keonjhar skeleton case, stating their inaction forced Jitu Munda to take an extreme step.
According to findings, CCTV footage confirmed that Jitu Munda visited the bank between 11:26am and 11:58am, during which he interacted with staff four times. The footage reportedly showed the manager turning him away, though the absence of audio means the exact conversation could not be verified.
Bank Apathy Highlighted
The RDC said the bank’s apathy compelled Munda to bring his sister’s skeletal remains to prove her death and claim dues. He termed the incident “deeply shameful,” adding that both siblings were known to Odisha Grameen Bank, having conducted multiple transactions earlier.
Delay in Death Certificate
The inquiry also pointed to administrative negligence in issuing the death certificate of Kalar Munda. Despite her death in January and its registration in February, the certificate was delayed. Jitu Munda reapplied in April and even submitted an affidavit, which the RDC said was unnecessary.
Officials noted that the certificate should have been issued by April 4, indicating procedural lapses at the administrative level.

Action Likely
Mohapatra said strict action would be taken against those responsible. He also criticised the police for not transporting the skeletal remains in an official vehicle, calling for more humane handling of such sensitive situations.
He assured that the government would take firm corrective steps to prevent recurrence of such incidents.
