While the earlier years had seen large scale investment intents for Odisha, the years 2024 and 2025 have signaled a pivot toward execution and diversification.

Under the new BJP-led administration, the state is moving beyond its traditional "mineral-heavy" identity to become a hub for high-tech manufacturing and green energy. 

​The Shift from Intent to Reality (2021–2025)

​The data from the Department for Promotion of Industry and Internal Trade (DPIIT) reveals a compelling story. In the earlier years, Odisha saw massive "paper investments"—intentions that were high in value but slower to hit the ground.

The Implementation Surge (IEMs Implemented)

​The true victory for the current administration lies in implementation. In 2025, the value of projects hitting the ground reached a staggering RS 1,04,041 Cr, nearly quadrupling the implementation value seen in 2023.

Why Implementation is Rising

​The rise in actual ground-breaking is not accidental. The Mohan Charan Majhi-led government has prioritized "Action over Acknowledgment." Key drivers include:

Fast-Track Governance: The High-Level Clearance Authority (HLCA) has moved from biannual meetings to a more frequent, "active resolution" mode, clearing projects like the Rs 4,620 crore semiconductor plant in Khordha within record timelines.

Single-Window 2.0: Enhancements in the single-window portal have reduced the time between intent filing and land allotment.

Infrastructure Synergy: Integration with PM Gati Shakti has ensured that industrial parks are connected to rail and port logistics before the factory foundations are even laid.

1. Semiconductors & Electronics

​Odisha has officially entered the global silicon map. ASP Semicon is establishing a memory chip module plant in Khordha, while companies like Envair Electrodyne are expanding the electronics ecosystem.

Green Hydrogen: Massive intents have been converted into land earmarking for Green Ammonia and Hydrogen hubs along the Gopalpur and Paradip coasts. 

4. Rare Earths & Advanced Materials

​Investments by firms like Magnova in high-performance magnets are helping Odisha tap into the electric vehicle (EV) and renewable energy supply chains.
