Cuttack, May 18: The Orissa High Court has announced new operational guidelines to ensure smooth functioning of judicial proceedings and registry work, in line with directives issued by the Department of Personnel and Training (DoPT) and the Supreme Court of India.

According to a notice issued by the High Court, all benches will conduct proceedings through virtual mode on May 19 and May 21, 2026.

Additionally, during the summer vacation period, all vacation benches will also operate virtually. This move is aimed at maintaining continuity in judicial work while adapting to modern technological platforms.

To ensure uninterrupted functioning of the court and registry, superintendents have been instructed to prepare duty rosters for employees under their supervision.

The guidelines mandate that at least 50 per cent of staff must be physically present in the court premises at all times. Employees not scheduled for physical attendance are required to remain available during office hours via telephone, mobile, or electronic communication. They must also report to the office immediately if required.

The High Court has further directed that if workflow in any department is affected, the concerned superintendent may submit a revised roster to the Registrar for approval. All officers have been instructed to complete assigned government work within stipulated timelines without delay.

In addition, the notice encourages that all meetings be conducted virtually whenever possible. Physical meetings will only be permitted in emergency situations. This hybrid model of functioning is expected to enhance efficiency, reduce disruptions, and ensure that judicial services remain accessible to litigants and lawyers alike.

The decision reflects the judiciary’s commitment to leveraging technology for effective justice delivery, while balancing the need for physical presence in critical areas.
