Orissa HC Bans Puja Mandaps on Roads, Orders Noise and Safety Checks

Cuttack, Aug 21: The Orissa High Court has issued a series of directives to ensure public safety and civic order during the upcoming Durga Puja celebrations in Cuttack. In response to a Public Interest Litigation (PIL), the court held a hearing this week to address concerns over illegal construction of puja mandaps and civic disruptions.

 

The court categorically prohibited the erection of pandals on public roads, footpaths, and other public spaces, citing traffic congestion and safety hazards. It directed the District Collector and Deputy Commissioner of Police (DCP) to ensure strict enforcement of these orders and submit affidavits detailing preventive measures.

 

The court also instructed that all archways and decorative gates must adhere to safety standards and height regulations. A single-window system has been mandated for granting permissions related to puja structures and safety compliance.

To curb noise pollution, the High Court ordered that sound levels during festivities must not exceed 65 decibels. The Commissionerate Police has been directed to adopt a zero-tolerance policy against forced collection of puja donations and to take legal action against violators.

 

In addition, the court emphasized the need for clean drinking water supply during the festival and instructed the Water Corporation of Odisha (WATCO) to ensure availability across puja venues. It also ordered strict monitoring of food safety to prevent the sale of contaminated items during the celebrations.

 

Expressing dissatisfaction over the condition of roads in Cuttack, the court directed immediate repair work and asked the authorities to submit a status report during the next hearing.
