A fan slows down during a summer afternoon. Lights flicker. An irrigation pump struggles to start. A transformer trips after a storm.
A factory coming online puts additional pressure on the local network. And when a major transmission line fails, an entire area can be left waiting for electricity to return.
Odisha’s new power roadmap is aimed at exactly changing that experience.
The state is planning a Rs16,000-crore transmission infrastructure push by 2030, with the objective of delivering quality and uninterrupted electricity across Odisha while simultaneously preparing the grid for 590 new industrial projects expected by 2030-31.
This big power vision review has been undertaken jointly by Chief Minister Mohan Charan Majhi, Deputy Chief Minister/Energy Minister Kanak Vardhan Singh Deo. Top Officials present were Development Commissioner D.K. Singh, ACS Shashwat Mishra, Energy ACS Vishal Dev, and OPTCL (Odisha Power Transmission Corporation Limited) CMD Bhaskar Jyoti Sharma.
The headline numbers – 765 kV, 400 kV, grid substations and transmission kilometres – may sound distant from an ordinary household.
But they could determine something very simple at the consumer end: how stable the electricity supply is when you actually need it.
What changes for a household?
The biggest proposed change is not simply adding more power lines. It is creating a much stronger transmission backbone so that electricity can move across the state through multiple routes.
Odisha currently has 210 operational grid substations.
Over the past two years, 15 new grid substations have been commissioned, while 788.99 circuit kilometres of transmission lines have been added.
Execution Speed Between 2024 and 2026:
- Substation Growth Rate: Commissioning 15 new substations in 24 months means the state successfully energized a new grid substation roughly every 50 days.
- Transmission Expansion: Laying 788.99 circuit kilometers means OPTCL has been stringing an average of more than 1 kilometer of high-voltage line every single day for the last two years.
- Network Baseline: This rapid push expands Odisha’s total foundational grid base to 210 operational substations, creating a massive launchpad for the ultra-high-voltage upgrades.
The next stage takes that expansion to a different level.
The state plans a 765 kV grid ring, with Angul and Sundargarh already serving as operational anchors, Gopalpur and Paradip under construction, and Kolabira, Duburi and Betakholi planned.
In simple terms, Odisha is trying to ensure that electricity does not depend too heavily on one route.
That matters to consumers because a stronger transmission network gives the system more options when demand rises or when a particular line or installation develops a fault.
For the city consumer, the promise is fewer voltage problems
Take a household in Bhubaneswar, Sambalpur or Berhampur.
The consumer does not care whether electricity has travelled through a 765 kV or 400 kV line. What matters is whether the voltage remains stable, whether appliances can run normally and whether a local disruption turns into a prolonged outage.
The proposed architecture is designed to separate major industrial loads from the network serving cities.
The plan envisages moving 590 major industrial projects onto a stronger high-voltage transmission network. That should reduce pressure on lower-voltage infrastructure that also serves urban consumers.
The proposed 765 kV ring is particularly important here.
With transmission routes connecting the state's inland industrial centres to coastal hubs such as Paradip and Gopalpur, electricity can have alternative pathways instead of relying on a single corridor. The project's stated objective is to create a more resilient network capable of handling industrial loads while improving supply reliability.
For the consumer, the expected benefit is straightforward: less congestion, better voltage stability and greater resilience when one part of the network is disrupted.
The farmer could be one of the biggest beneficiaries
The impact may be even more tangible in rural Odisha.
A farmer does not need a 765 kV line running to the village. What the farmer needs is a reliable supply reaching the local transformer and irrigation network.
The proposed high-voltage backbone is intended to strengthen the power flowing into the lower-voltage network that ultimately supplies rural consumers.
That has a direct practical implication.
Agricultural pump sets are particularly vulnerable to unstable voltage. Repeated voltage fluctuations and phase imbalance can damage motors and interrupt irrigation.
A stronger transmission backbone cannot by itself eliminate every local distribution fault, but it can provide a much stronger and more stable source of electricity for the downstream network.
That is why the state's 2030 vision matters beyond industrialisation: the investment in the transmission backbone is intended to strengthen the foundation on which rural electricity supply also depends.

✨Why the 400 kV expansion matters
The 765 kV network will be the super-backbone. But it cannot deliver the entire transformation by itself.
The state is simultaneously expanding its 400 kV network.
There are currently five operational 400 kV substations. Four are under construction, two are at the tender stage and another nine are planned. That creates a future footprint of 20 substations.
This second layer is crucial because electricity has to move from the high-capacity transmission backbone towards major cities, industrial areas and regional distribution systems.
The objective, therefore, is not merely to build bigger substations.
It is to create more capacity and more routes between the generation side and the consumer side.
Odisha is preparing for a much bigger electricity demand
There is another reason behind this aggressive expansion.
The state is preparing for an industrial pipeline that could substantially increase electricity demand.
The government expects 590 industrial projects to come up by 2030-31.
That means Odisha cannot wait for demand to rise before building the transmission infrastructure needed to serve it.
If industries arrive faster than the grid expands, the same network that supplies factories, cities and villages could come under increasing stress.
The strategy is therefore to build the backbone ahead of that demand.
For ordinary consumers, that creates an important indirect benefit: industrial expansion need not automatically translate into greater pressure on the existing consumer network if the additional demand is supported by dedicated high-voltage infrastructure.
The coastal connection could change the equation
The geography of the proposed 765 kV ring is also significant.
Angul and Sundargarh form the operational inland anchors. Gopalpur and Paradip are the coastal additions under construction. Kolabira, Duburi and Betakholi are planned to complete the broader network.
That effectively connects Odisha's major industrial and economic zones through a high-capacity transmission architecture.
For consumers, the advantage is not that electricity becomes physically closer to every village.
The advantage is that the entire system becomes better connected.
If one corridor faces a disruption, a better-connected grid provides greater scope for rerouting power through another corridor.
That resilience becomes particularly important for Odisha, where cyclones, heavy rainfall and other extreme weather events can damage power infrastructure.
From “electricity access” to “electricity quality”
This is perhaps the most important shift in the government's 2030 vision.
Odisha has spent decades expanding electricity access.
The next challenge is different.
It is about ensuring that electricity is stable, adequate and resilient.
The government's stated target is quality, uninterrupted electricity services across Odisha by 2030.
That changes the meaning of electrification.
For a household, success is no longer simply having a connection.
It is being able to run a fan during a heatwave without worrying about voltage fluctuations.
For a student, it is being able to study during the evening without repeated interruptions.
For a farmer, it is getting dependable power for irrigation.
For a small business, it is avoiding production losses because machinery keeps tripping.
And for a hospital or essential service, it is having a grid that can recover quickly when a major disruption occurs.
The real test will be at the last mile
For Odisha's people, therefore, the most important part of the government's 2030 power vision is not the impressive engineering specifications.
It is what those specifications are supposed to deliver at the other end of the wire.
A grid where rising industrial demand does not squeeze ordinary consumers, where rural pumps get a stronger power supply, where cities face fewer voltage problems and where the system has more options to recover from a major disruption.
If the transmission investment is matched by equally strong last-mile distribution reforms, Odisha's 2030 power plan could mark a shift from simply ensuring that electricity reaches people to ensuring that good-quality electricity stays available when people need it most.
