Bhubaneswar, Jun 24 : The Odisha Vigilance has launched a probe into alleged irregularities and embezzlement of public funds linked to LED streetlight installation projects across gram panchayats in Kendujhar, Nayagarh, and Jajpur districts during the financial years 2021–22 and 2022–23.

Acting on credible information, the anti‑corruption agency mobilised 24 teams comprising 81 officers, including Additional SPs, Deputy SPs, Inspectors, and other staff. As many as 27 officers have been deployed in each district to conduct field inspections.

The project, implemented under the State Finance Commission (Fifth SFC) devolution grants, aimed to provide LED street lighting in one village of each gram panchayat on a turnkey basis, including a Comprehensive Annual Maintenance Contract (CAMC). However, preliminary enquiries revealed massive irregularities, including violations of tender guidelines, non‑installation of vital components such as energy meters, cables, MCCBs, clamps, and timers, despite bills being drawn as if installed.

On‑site technical inspections were carried out at 50 locations to assess the scale of misappropriation and determine the involvement of government officials and executing agencies.

RTI activist Himansu Sekhar Nayak, who has long raised concerns about corruption in the scheme, welcomed the probe. “If the investigation is carried out properly, it is likely to unearth large‑scale embezzlement of public funds,” he said.

The Vigilance has indicated that institutions and agencies found guilty of misappropriation will face strict action. The inquiry is expected to compute the extent of financial loss and fix accountability on those responsible.
