Governance / Odisha to Roll Out ‘Seva Setu’ Campaign from October 1 to Deliver Govt Services at Doorstep

Bhubaneswar, Sep 29: In a major public outreach initiative aimed at improving access to government services, the Odisha government will organize the ‘Seva Setu’ campaign across the State from October 1 to 10, officials said on Tuesday.

The programme seeks to ensure that eligible citizens can access welfare schemes, registration facilities and government services through a single-window system at locations closer to their homes.

The campaign forms part of the month-long ‘Seva Sankalp’ initiative being observed from September 17 to October 17 to commemorate the birth anniversary of Prime Minister Narendra Modi. Housing and Urban Development Minister Dr. Krushna Chandra Mahapatra is serving as the State Coordinator for the campaign, a senior official said.

Single-window access

Announcing the programme, Dr. Mahapatra said ‘Seva Setu’ has been designed around the vision of “From Citizen to Beneficiary, All Services at One Place.” Under the initiative, camps will be organised at the block level in every Assembly constituency to provide information and assistance related to Central and State government welfare schemes.

Citizens visiting these camps will receive support for beneficiary registration, application submission, documentation and other formalities required to avail government benefits. The initiative aims to reduce the need for repeated visits to multiple government offices by bringing various services under one roof.

Focus on beneficiary identification

A key objective of the campaign is to identify eligible individuals who may not yet be receiving benefits under government programmes and connect them with relevant schemes. Officials said dedicated efforts will be made to ensure that information reaches citizens and that deserving beneficiaries are enrolled in welfare initiatives in a transparent and timely manner.

To strengthen implementation, ‘Seva Setu Kendras’ will also be established in every block and Assembly constituency. These centres will function as permanent facilitation points, providing information on government services and assisting citizens with registrations and applications.

Extensive preparations

The State government has prepared a detailed programme calendar for every Assembly constituency and block. Arrangements have also been made for the appointment of nodal officers, preparation of beneficiary databases, inter-departmental coordination and deployment of necessary manpower and logistical support.

According to Dr. Mahapatra, the campaign is intended to deepen public participation in governance and ensure that welfare benefits reach the last mile. “Prosperity through service, development through resolve, and a developed Odisha through public participation leading to a developed India is our goal,” he said.

He added that the initiative should not be seen merely as a government programme but as a long-term commitment to creating a culture of service and citizen-centric governance across the State.

As an integral part of the ‘Seva Sankalp’ campaign, ‘Seva Setu’ is expected to bring government services closer to the people while improving awareness, accessibility and delivery of welfare schemes throughout Odisha.
