Bhubaneswar, Aug 13: In a major administrative reform move, the Odisha government has announced plans to reconstitute all Gram Panchayats (GPs) before the upcoming Panchayat elections in 2026, and restructure blocks ahead of the general elections in 2029.
The development was confirmed by Panchayati Raj Minister Rabi Naik.
The Minister further stated that Governor has also held a discussions in detail with departmental officers.
“The Governor has given a proposal to strengthen Gram Panchayats within the ambit of the Panchayati Raj Act. We have accepted the proposal and decided to reconstitute GPs.”
The reconstitution will be carried out in accordance with the provisions of the Orissa Grama Panchayats Act, 1964, which governs the formation, powers, and functions of rural local bodies in the state. The move aims to enhance administrative efficiency, ensure better delivery of services, and empower local governance structures.
The Panchayati Raj Department is expected to issue detailed guidelines and initiate public consultations before finalising the new structure. The reconstitution of blocks will follow a similar process, with emphasis on equitable development and administrative convenience.
