Odisha Simplifies Farmer Registration, Cracks Down on Fake Farmers

Key Points

Sons can register land they cultivate, even if it’s in their father’s or grandfather’s name, with sibling consent where needed.

Farmers must submit Aadhaar and complete e-KYC to prevent fake registrations and middlemen interference. The government aims to identify and eliminate fake farmers to ensure benefits reach genuine cultivators.

Bhubaneswar, Jul 22: In a significant move to streamline agricultural processes and curb fraudulent practices, the Odisha state government has simplified the farmer registration process for paddy procurement.

Supply Minister Krushna Chandra Patra announced that the revised system allows greater flexibility for farmers while introducing stringent measures to identify fake farmers and middlemen. The changes aim to ensure that only genuine farmers benefit from the state’s procurement policies.

Under the new guidelines, sons can now register as farmers even if the land is recorded in their father’s or grandfather’s name. Each son can register the specific portion of land they cultivate. In cases where one brother cultivates the entire family land, they must provide written consent from their siblings during registration. This measure ensures transparency and prevents disputes over land usage.

To further strengthen the system, the government has made e-KYC mandatory for farmer registration. Farmers are required to submit their Aadhaar card and complete the e-KYC process, a step designed to eliminate fake registrations and curb the influence of middlemen who exploit the procurement system.

Minister Patra emphasized that this initiative will help the government identify genuine farmers, ensuring that benefits reach those who truly cultivate the land.

The simplified registration process comes in response to issues faced by farmers in various regions, where complex procedures and documentation barriers hindered access to procurement schemes. By introducing these reforms, the government aims to make the system more inclusive and efficient, particularly for small and marginal farmers.

The mandatory e-KYC process also aligns with efforts to digitize agricultural services, enhancing accountability in the procurement chain.

As Odisha prepares for the kharif paddy procurement season, these changes are expected to boost farmer participation and ensure a fair and transparent process. The government’s proactive approach signals a commitment to supporting the state’s agricultural community while cracking down on fraudulent practices.
