Viksit Odisha / Odisha Signs Rs 67,000‑Cr MoC with Japanese Firms for Green Energy Projects

Bhubaneswar, Jul 3: The Odisha government on Friday signed a landmark Memorandum of Cooperation (MoC) with Japanese majors ACME Group and IHI Corporation, envisaging investments worth Rs67,000 crore in green energy projects at Paradip and Gopalpur, officials said.
The pact, inked at the Lok Seva Bhavan Convention Centre in
Bhubaneswar, marks a new phase in the state’s industrial growth driven by
technology, innovation, and sustainability. Officials said it is likely to
generate nearly 7,600 jobs.

Chief Minister Mohan Charan Majhi, addressing a Japanese business delegation, said Odisha’s next chapter of industrialisation would be powered by clean technologies. “Odisha will emerge as a global green hub through modern technology and innovation,” he said.
Under the agreement, three major projects will be established:

✨- A 0.4 MTPA green ammonia plant at Gopalpur with Rs20,000 crore investment, creating 3,400 jobs, alongside an additional Rs1,000 crore floating terminal.
- A 0.8 MTPA green ammonia project at Paradip with Rs34,000 crore investment, generating 3,600 jobs.
- A 0.1 MTPA green methanol facility at Paradip with Rs12,000 crore investment, creating 600 jobs.
CM Majhi highlighted Odisha’s vision to build one of India’s largest green hydrogen ecosystems. The state has already approved 12 projects in this sector, attracting over Rs2 lakh crore in investments and creating more than 36,000 jobs. Two green industrial corridors are being developed across Paradip, Kendrapara, and Gopalpur to position Odisha as a leader in green steel production.
Japanese industry leaders praised Odisha’s proactive
policies. Hiroshi Ide, President and CEO of IHI Corporation, described the
state as “a strong and reliable partner for Japan in green energy.”
Representatives from Mitsubishi Gas Chemical expressed interest in
collaborating on sustainable fuels and green chemicals.

ACME Group Chairman Manoj Kumar Upadhyay called Odisha the most attractive destination for green energy investments, citing its geographical proximity to Japan as a key advantage for future energy exports.
The event saw participation from global corporations including Mitsubishi, TRL Krosaki, Indo Nissin, and representatives from the World Bank, IFC, and ADB. Odisha ministers and senior officials joined the discussions, underscoring the state’s commitment to inclusive industrialisation across all districts.
