Bhubaneswar, Nov 24: In a significant step towards building
a resilient and sustainable energy ecosystem, the Government of Odisha on Monday
signed a Memorandum of Understanding (MoU) with the Global Energy Alliance for
People and Planet (GEAPP), officials said.
The partnership aims to accelerate the state’s energy transition, modernize its
power grid, and promote renewable-led livelihood opportunities. The agreement
was formalized in the presence of Deputy Chief Minister and Minister of Energy,
Kanak Vardhan Singh Deo.

The MoU outlines a comprehensive framework combining technical assistance, planning, pilot deployment, and financing facilitation to translate Odisha’s clean energy ambitions into actionable outcomes.
Speaking at the event, the Deputy Chief Minister emphasized that the collaboration will strengthen Odisha’s journey toward a reliable, equitable, and investment-ready clean energy future. “We are committed to providing reliable power to all,” he said.
A major focus of the partnership will be on grid modernization and Battery Energy Storage Systems (BESS). GEAPP will support Odisha’s Department of Energy, GRIDCO, OREDA, and DISCOMs with feasibility studies, identification of substations, and preparation of procurement documentation. The initiative will also include project management oversight and performance monitoring frameworks to maximize the technical and economic value of BESS projects.

Beyond infrastructure, the MoU highlights renewable-led
livelihood initiatives. These include solarisation of irrigation under
PM-KUSUM, promotion of the Decentralised Energy for Women’s Economic
Empowerment (DEWEE) initiative, and support for MSME solarisation and
energy-efficiency measures. These efforts aim to reduce electricity costs,
enhance productivity, and empower women-led enterprises across Odisha.

Balangir district has been selected as the model district for piloting these initiatives. The Energy Department will lead stakeholder engagement across government, industry, academia, and civil society to ensure effective implementation and monitoring.
The signing ceremony was attended by Principal Secretary, Energy, Vishal Kumar Dev; CMD, OPTCL, Bhaskar Jyoti Sarma; representatives from GEAPP; and senior officials from the Energy Department and OPTCL.
This landmark MoU positions Odisha as a frontrunner in India’s clean energy transition, combining innovation, inclusivity, and sustainability.
