Bhubaneswar, Sept 19: The Odisha Revenue and Disaster Management Department has issued strict instructions to district collectors to ensure timely scrutiny and resolution of proposals, clarifications, and legal matters before forwarding them to the department, officials said on Saturday.
The directive, issued by Additional Chief Secretary Dr. Aravind Kumar Padhee, emphasises accountability and warns of action against officials responsible for delays.
Emphasis on Complete Scrutiny
The department noted repeated delays caused by incomplete data, inadequate verification, and missing documents, leading to prolonged correspondence. Collectors have been asked to ensure each proposal contains full background, relevant laws, analysis, and clear recommendations.

✨Legal Matters and Court Cases
Special focus has been placed on court‑related matters. Collectors must send proposals well in advance to avoid last‑minute submissions, particularly in cases involving writ appeals in the High Court or Special Leave Petitions (SLPs) in the Supreme Court. Any delay in complying with court orders or timelines will not be tolerated.
Accountability and Action
The directive makes clear that incomplete or delayed
submissions resulting in administrative or legal complications will invite
disciplinary action against the concerned officers. Collectors have been
instructed to establish dedicated mechanisms at the district level for regular
scrutiny and monitoring of proposals.

Use of Official Channels
All correspondence must be routed through the department’s official email (revsec.od@od.gov.in), with urgent matters accompanied by necessary documents. Where rules and guidelines are already clear, collectors are expected to take decisions at their level without unnecessary requests for clarification.
