Bhubaneswar, Jul 10: In a major stride towards improving primary education standards, the Odisha government has amended the Right of Children to Free and Compulsory Education Act, 2010.
The newly introduced Right to Education (Amendment) Act, 2025, focuses on structured annual examinations for students of Class 5 and Class 8 to assess learning levels more effectively.
As per the revised policy, all students in these grades will now undergo an annual exam at the end of the academic year. If a student fails, they will be given a chance to reappear within two months of the results. Students unable to meet the required standards even after the re-exam may be retained in the same grade. This move aims to strengthen the foundational knowledge of children before promotion to the next class.

✨The amendment aligns with Section 38 of the Right to Education Act, 2009, and is expected to come into effect once published in the Odisha Gazette. Authorities clarified that no student will be expelled from school before completing their primary education, preserving every child’s right to learning.
