Bhubaneswar, Nov 29: A heated debate unfolded in the Odisha Assembly on Friday as ruling Bharatiya Janata Party (BJP) leaders and opposition members from the Biju Janata Dal (BJD) and Congress clashed over allegations of deteriorating law and order and rising atrocities against women in the state.
Incident in Malkangiri
The discussion was triggered by an adjournment motion moved by the Congress party following the sexual assault of three minor girls in Malkangiri district. Law Minister Prithiviraj Harichandan informed the House that the accused, Niru Ray (45), was arrested on November 26 after allegedly committing sexual misbehaviour with the girls on November 23.
Minister’s Claim on Crime Statistics
Harichandan asserted that crimes against women have not increased since the BJP assumed office in July 2024. He presented comparative figures showing 40,947 cases registered between July 2024 and September 2025, against 40,771 cases during the previous 15 months under the earlier government.

According to him, rape cases declined by 3.3 per cent, molestation by 1.9 per cent, while sexual harassment saw a marginal rise of 0.7 per cent. Acid attacks dropped sharply by 66.7 per cent, public disrobing incidents fell by 22.2 per cent, and human trafficking cases reduced by 24.1 per cent. Dowry deaths and dowry-related torture also showed declines of 20.6 per cent and 7.2 per cent respectively.

Government’s Priorities
Highlighting the state’s commitment to women’s safety, Harichandan said the government is ensuring timely registration of cases, proper investigation, close monitoring of trials, compensation for victims, counselling, and shelter support.
Opposition Walkout
Despite the minister’s assurances, opposition members staged a walkout, expressing dissatisfaction with the government’s response and questioning its handling of law and order.
