Bhubaneswar, Dec 12: The Odisha government on Friday signed
a memorandum of understanding (MoU) with the Bhaskaracharya National Institute
for Space Applications and Geo-informatics (BISAG-N) to prepare a comprehensive
Odisha State Master Plan under the PM Gati Shakti National Master Plan,

Towards integrated infrastructure planning
The MoU was signed by the commerce and transport department at a programme attended by Chief Secretary Manoj Ahuja, Development Commissioner-cum-Additional Chief Secretary Anu Garg, and other senior officials. The initiative is expected to provide a unified framework for infrastructure development, aligning state projects with national priorities.
Officials said the collaboration would leverage BISAG-N’s expertise in geo-spatial technologies to create a digital platform for planning, monitoring, and execution of infrastructure projects. This will help in reducing duplication, improving efficiency, and ensuring better coordination among departments.

Principal Secretary of the commerce and transport
department, Usha Padhee, described the pact as a “significant leap towards
integrated infrastructure planning and improved digital governance for a
future-ready Odisha.” She emphasized that the master plan would serve as a
roadmap for sustainable growth, combining technology with governance reforms.

Alignment with PM Gati Shakti
The PM Gati Shakti National Master Plan, launched by the Centre, aims to bring synergy among various ministries and departments for holistic infrastructure development. Broader impact
Officials noted that the master plan would also support rural and urban development, enhance transport networks, and improve resource allocation.
