25 participants from Jharkhand, Bihar, and Odisha trained as State Master Trainers

Bhubaneswar, Aug 1: In a significant step toward inclusive development and last-mile service delivery, the 4th Adi Karmayogi Regional Process Lab (RPL) was inaugurated in Bhubaneswar on Friday.


This week-long programme, held under the flagship Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), aims to build the capacity of tribal frontline workers and government functionaries for responsive, inclusive governance.


The Regional Process Lab was inaugurated by Nityananda Gond, Minister of SC & ST Development, Minorities and Backward Class Welfare, Government of Odisha.


The RPL brings together 25 selected participants from Jharkhand, Bihar, and Odisha, who will be trained as State Master Trainers (SMTs). These trainers will cascade their learning to district and block-level labs, ensuring localized and culturally rooted governance practices.


The Adi Karmayogi Programme is a flagship initiative designed to-- Strengthen implementation of welfare schemes; promote convergence across departments like Health, Education, Women & Child Development, Rural Development, Jal Shakti, and Forests; and foster participatory learning and transparent governance

In his keynote address, Minister Gond emphasized the importance of empowering service providers to fulfill the Prime Minister’s vision of last-mile delivery. Chief Secretary Shri Manoj Ahuja highlighted the transformative power of inter-departmental collaboration, while Shri B. Parameswaran stressed the need for governance aligned with tribal realities.


Joining virtually, Vibhu Nayar, Secretary, Ministry of Tribal Affairs, called the RPL a “life-changing opportunity” and urged participants to become agents of change in their communities.


The Bhubaneswar RPL marks a pivotal step in the Government of India’s mission to create 20 lakh tribal change leaders by 2047, driving the nation toward Viksit Bharat.


The event was also graced by senior dignitaries including Manoj Ahuja, IAS, Chief Secretary, Government of Odisha; Manish Thakur, IAS, Additional Secretary, Ministry of Tribal Affairs; B. Parameswaran, IAS, Commissioner-cum-Secretary, ST & SC Development Department; Manasi Nimbhal, IAS, Director (ST), Government of Odisha; and Samidha Singh, Director, Ministry of Tribal Affairs.
